Additional Rules and Bye Laws of the Hammerman Incorporation of Dundee to be read in conjunction with the existing Rules of the Incorporation so far as practicable

Raised at a General Meeting of the Incorporation held at Dundee on 6th December 1955



Office Bearers

The affairs of the Hammerman Incorporation shall be managed by a Deacon and Boxmaster who shell have the assistance of a Clerk or Clerks.


Election of Office Bearers

The Deacon and Boxmaster shall be elected at the Annual General Meeting of the Members of the Incorporation to be held annually during the month of September as aftermentioned.


Qualification of Deacon and Boxmaster

No one shall be eligible for the office of Boxmaster who has not been a Member of the Incorporation of at least one year immediately preceding his election and no one shall be eligible for the office of Deacon until he has held that of Boxmaster and had his Accounts honourably discharged. Any Member may be re-elected to the Office of Deacon or Boxmaster.


Boxmaster’s Duties

The Boxmaster shall receive all monies due to the Incorporation and shall make all the necessary disbursements thereof sanctioned by the Deacon. He shall not retain more of the funds of the Incorporation in his hands than shell from time to time be fixed by the Deacon and all sums beyond that amount shall be deposited in a Savings Joint Stock Bank or invested as the members of the Incorporation in General Meeting shall direct in name of the Deacon and Boxmaster and their successors in Office for behoof of the Incorporation.


Payment to Boxmaster

A sum of £5 shall be paid to the Boxmaster each year to account of the expenses incurred by him in connection with the business of the Incorporation.


Boxmaster’s Accounts

The Boxmaster shall at the Thirty first day of August each year make up an Account of his intromissions showing the Revenue and Expenditure during the year and a Balance sheet showing the whole assets belonging to the Incorporation. The Account shall be audited by the Members of the Incorporation to whom the said Account shall be submitted not later than the Fourteenth day of September who shall examine and docquet the same if found correct. Copies thereof shall be circulated among the members at the Annual General Meeting.


The Clerk

The Clerk must be a Member of the Legal Profession. He shall attend all Meetings, prepare the Minutes and advise on all questions of Law. The Clerk shall be elected by the Members of the Incorporation at the Annal General Meeting and shall be paid such Salary and Dues as the Incorporation shall determine.


Vacancies

Any vacancy caused by the death or otherwise of the Deacon or Boxmaster during their respective terms of Office shall be filled by the Incorporation at a General Meeting.


Funds

The Funds of the Incorporation shall be exclusively used for the purposes of the Incorporation and for Charitable and benevolent purposes and in giving pecuniary aid to indigent Members and the Widows and orphans of Members.


Admission of New Members

Admission to membership of the Incorporation shall be restricted to men who are engaged in or who are qualified to engage in any Trade in which the working of metal an the use of the hammer plays an important part ad whose residence or place of business is in the City of Dundee or within ten miles of the boundary of said City.

All applicants for membership must be at least twenty one years of age.

Sons and sons-in-law of Members of the Incorporation shall be entitled to be admitted Free Members of the Incorporation irrespective of their occupations or places of residence.

All Applications for admission must be made in writing by a duly admitted Member of the Incorporation.

An Admission Committee consisting of the Deacon, Boxmaster and three other Members of the Incorporation shall be appointed annually at the Annual General meeting to go over and approve the suitability and qualifications of all Applicants for admission.

When an Applicant for admission has been approved by the Admission Committee the Clerk shall arrange for it to be considered at a General Meeting of the Incorporation at which Meeting the Applicant must be proposed and seconded by a duly admitted member of the Incorporation.

The members of the Incorporation by a three-fourths majority of those present and voting at a General Meeting may admit as Honorary Members men of distinction who hade rendered suitable service too the City of Dundee, to the Nine Incorporated Trades of Dundee or to the Incorporation .



Entry of Monies

The Entry Monies to the Incorporation shall be as follows:-





(a). Free Members i.e. sons and sons-in-law of Members of the Incorporation Dues payable to the Incorporation (inclusive of Clerk's fee of 10/6)

Where an Applicant for admission is already a Member of the Nine Incorporated Trades he is exempt for payment of the Dues payable to the Nine Incorporated Trades


Oath no Member shall be fully qualified and admitted until he has signed the Locket Book and made the following declaration:

“I shall be leall and true to our Sovereign and to the Provost, Bailies and Council of Dundee and to my Deacon of the Hammerman Craft thereof, present and to come. I shall maintain and defend the word of God and his Evangel which is presently professed amongst us, so far as lies in me, and shall never decline therefrom. I shall obey my Deacon of Craft. I shall obtemper and fulfil all laws and statutes made, or to be made, for the liberty of my said Craft, and welfare thereof. I shall make concord among my brethern where discord is. I shall fortifie the common weil. I shall use myself uprightly in my calling. I shall relieve the poor and needy, and help support the widow and orphan to my power. I shall use no fraudful dealing. I shall also use no unfreeman’s goods under colour of my own. I shall assist the Deacon and brethern of Craft in all respects that tend to the liberty of our said craft and, as far as possible, I shall attend all the meetings when called thereto. I shall never contravene, directly nor indirectly, all just and lawful statutes made for the welfare of the said Craft. I shall be no mutineer, nor raiser of tumults nor discords among my said brethren. So help me God.”


Meetings. The Annual General Meeting of the Incorporation shall be held during the month of September in each year. A General Meeting shall also be held during the month of March in each year for the purpose of admission of new Members and any other competent business. General l Meeting may be convened by the Deacon for the disposal of necessary business of such occasions as may appear to him to be necessary.
How Called all the Members of the Incorporation shall be summoned by Circular or Postcard posted forty eight hours at least before the Meeting.
Voting. When a motion is made and seconded at any Meeting it shall be put to the vote by ballot as may be agreed upon. Only fully Admitted Members of the Incorporation may vote.
Chairman.At all meetings of the Incorporation the Deacon shall preside and in his absence the Boxmaster and failing him the Meeting shall chose a Chairman pro tempore. The Chairman shall have a deliberative and casting vote.
Dinners the Annual Dinner shall normally be held immediately following the General Meeting held in March. The cost of the Dinner shall be defrayed by the Members present at the Annual Dinner and the Funds of the Incorporation shall not be used to defray the cost thereof.
Informal Meetings. The Deacon shall be entitiled to Convener Imfoprmal Meetings of the Incorporation at such times and places as he may decide but not exceeding six in number in any one year. All Members of the Incorporation resident in Dundee and district shall be called by Circular to all Informal meetings.
Attendance at Metings of the Nine Incorporated Trades

The Deacon and Boxmaster shall so fdar as possible attend all meetings of the Nine Incorporated Trades.


Applications for Pensions

Applications for Pensions or pecuniary aid must be made by Petition setting forth the particulars of the Applicants condition according to a Form furnished by the Clerk to the Nine Incorporated Trades. Each applicant shall be visited by the Deacon and Boxmaster who shall ascertain the age, means, health and actual circumstances of every individual. The Petition if approve by the Deacon and Boxmaster shall be laid before the General Fund Court of the nine Incorporated Trades at their Meeting in November of each year. No person shall be entitled to demand enrolment or pecuniary aid of any kind and any Pension shall be payable only during he will an pleasure of the General Fund Court of he Nine Incorporated Trades and shall be subject to review annually.



Alteration of Rules.

Any proposal for altering these Rules must be made in writing and lodged with the Clerk at least fourteen days before a General Meeting of the Incorporation. The Clerk will inform the Members of any such proposal by Circular posted at least ten days before the next General Meeting of the Incorporation following the receipt of the proposed alteration at which Meeting the proposed alteration will be considered and if approved by a two thirds majority of those present at the Meeting will be adopted.
