SELF DETERMINATION ADVISORY COMMITTEE MINUTES

March 17, 2016

The Self Determination Advisory Committee commenced at 10:35 a.m. presided by Ms. Cheryl Hewitt acting chair.
1. Self-Determination Implementation Update

Many committee members have reviewed the application questions on line but DDS has not responded to them yet.



2. March 3, 2016 Statewide Self Advocacy Network Meeting in Los Angeles

Ms. Martha Johanson attended the meeting and she informed that it was helpful. She said that the there is a broad range of participation by the advisory committees some of them are doing a lot and others are doing very little. The meeting was an overview of the program they covered what Self Determination is, the waiver, and Person Centered Thinking. They were encouraged to inform the community of the program while waiting for the application’s approval.



3. Financial Management Services (FMS) Presentation

Mr. Wes Moss from Premier Health Care Services did a presentation on the 3 FMS models.



  1. Fiscal Agent Model only takes care of paying out bills.



  1. The Fiscal Employer Agent (F/EA)

  • Participant is sole employer liable for worker’s compensation, insurance, and labor claims.

  • FMS helps obtain Federal Employer identification number and CA EDD number

  • FMS maintains joint liability with participant for paying taxes




  1. FMS Co-Employer

    • FMS is the primary employer

    • FMS provides worker’s compensation coverage

    • Less paperwork for participant

    • Participant may share liability with FMS




  1. Both Models

  • Participant decides how budget is used within the confines of their IPP

  • Participant is “managing” employer

      • Responsible for recruiting, hiring, training, scheduling, & firing workers.

      • Sets workers’ wages

      • Authorizes and submits time sheets

  • FMS handles payroll processing and maintains financial records

  • FMS submits monthly budget reports

Mr. Moss explained that the FMS always coaches new participants on how to navigate the system. They watch out for fraud and abuse. New Start-ups of FMS must have good credit and be solid entities.



4. Outreach and Training

The committee discussed methods to inform the public of the program they agreed that as a committee they should be doing something to prepare the community on the subject. A group of members and public decided to work together to create a flyer. For the long run they want to create an easy to understand brochure.

The committee agreed that they need to inform the school districts, schools, Family Resource Centers, and organizations like Fiesta Educativa to help them spread awareness of the Self-Determination program.

SARC will be having its own Symposium on July 7, 2016 to inform the public.


5. Member Comment

Ms. Hewitt proposed an agenda item for next month she will present the State Council PowerPoint on Self-Determination.

A future presentation will be one from the FRC (Family Resource Centers).

6. Public Comment

The attendants agreed that the information message that will be distributed should be clear and consistent. It should also be distributed in places where few resources are available such as Santa Cruz.
