Operations: Cultural Intelligence in Afghanistan”
for the Turkish Military
Academy (Harbiye), Defense Sciences Institude, I refer to you with a kind

Definitions
Hard Power :
Hard power can rest on inducements (carrots) or threats (sticks) (Nye, 2005).
Soft Power :
It is the ability to get what you want through attraction rather than coercion or
payments (Nye, 2005).
Smart Power :
Smart Power is the combination of the hard power of coercion and payment
with the soft power of persuasion and attraction (Nye, 2011).
Cultural Awareness :
Cultural Awareness is the foundation of communication and it involves the
ability of standing back from ourselves and becoming aware of our cultural
values, beliefs and perceptions (Quappe and Cantatore [Web], 2013 ).
Cultural Intelligence :
Cultural intelligence can be defined as an analysis of social, political,
economic, and other demographic information that provides understanding of
a people or nation‟s history, institutions, psychology, beliefs (such as
religion), and behaviors. It helps provide understanding as to why a people
act as they do and how they think. Cultural intelligence provides a baseline
for designing successful strategies to interact with foreign peoples whether
they are neutrals, people of an occupied territory, or enemies (Coles [Web],
2013).
