1. The state budget is a set of monetary incomes and expenses of the state intended for a certain period of time. The state budget indicates the distribution of the money funds at the disposal of the state, and it is the main link of state finances.
2. The budget system is a set of budgets of the state, administrative region, and some institutions based on economic relations and legal norms. The budget system in Uzbekistan consists of the state budget, the budget of the Republic of Karakalpakstan, and local budgets. Also, the state social insurance budget is part of the state budget. Budget system issues in the Republic of Uzbekistan are regulated by the Law "On the Budget System" (December 14, 2000). The state budget is approved by the parliament (Oliy Majlis in Uzbekistan), at the session of the relevant council of people's deputies in the region, city, district, etc.
My own consept its I think the budget system is very necessary and that system helps developing to Uzbekistan
