International Symposium on Turkish-Islamic Culture in Sinop From Past to Present / 5-7 October 2018 42 Motions of Recep Zühtü (Soyak) whom Deputy of Sinop in Turkish National Assembly about Costumes of Religious Employees Abstract Studies on Republic of Turkey combined with political, administrative, economic and social the- mes by examination of them in different perspectives. One of the most popular of them on both academic and popular history is statue of the religion on social and cultural life through Ottoman to Republican period. Most of the studies on this theme worked on institutional regulations such as Abolition of Ministry of Evkaf, Law of the United Education and Removing of the Sufi Lodges and their effects on social and cultural life. Although, roles of parlimanterians did not worked by researchers. In this study will be focus on motions of the Recep Zühtü whom Parlimaentarian of Sinop in II, III and IV. terms of Turkish National Assembly about the dresse of the religious men. These motions will be searched by Contents of Turkish National Assembly and documents of Archivie of the Turkish Republic. İBRÂHÎM ES-SİNOBÎ VE FIKH-I EKBER ŞERHİ ÜZERİNE BAZI MÜLAHAZALAR Fethi Kerim KAZANÇ * Öz İlyâs b. İbrahim es-Sînobî, aslen Sinoplu olup, ömrünün büyük bir kısmını Bursa’da geçirmiştir. Döneminin en prestijli kurumlarından biri olan Bursa Sultaniye Medresesi’nde müderrislik gibi yüksek bir mevkiye erişmiş ve bu görevindeyken vefat etmiştir. Kelam, Tefsir, Arap Dili ve Ede- biyat gibi muhtelif sahalarda eserler kaleme almıştır. es-Sînobî, kelâmî kaynaklarda Fıkh-ı Ekber şârihi olarak tavsif edilmiştir. Bu şerhin çok sayıda nüshası mevcuttur. Bu da, eserin Osmanlı ilim çevreleri tarafından kabul gördüğünü göstermektedir. es-Sinobî’nin kabri, döneminin seçkin âlim ve ileri gelenlerin medfûn olduğu Bursa’daki Zeyniler Kabristanı’nda yer almaktadır. Şerhu’l- Fıkhi’l-Ekber, Hanefîlerin mezhep imamı Ebû Hanîfe’nin el-Fıkhu’l-Ekber adlı eseri üzerine Si- nobî’nin kaleme aldığı şerhtir. 845/1460 senesinde yazılmış ve Fatih Sultan Mehmed’e ithaf edil- miştir. Osmanlılar döneminde birçok medrese âlimi kendisine itibar etmiştir. Şerh, klâsik kelâm kitaplarında tartışma konusu edilen hemen hemen bütün akîdevî konuları bünyesinde barındır- maktadır. Sinobî, anılan şerhinde, bilhassa uluhiyet, ilâhî sıfatlar, nübüvvet, âhiret ve ahvâli, iman, iman-amel ilişkisi, büyük günah, tekfirin reddi vb. itikadî mevzuları ele alıp tartışmıştır. Şârih es-Sînobî’nin, şerhinde kelam metodunu takip ettiği görülmektedir. O, Ehl-i Sünnet ve’l- Cemâat mezhebinin görüşlerini aklî ve naklî delillerle izah etmekte ve yeri geldiğinde, Ehl-i Bid‘at mezheplerinin görüşlerinin tutarsızlığını ortaya koyup, onları çürütmeye çalışmaktadır. Şerh, Mâturîdî kelam geleneğinin daha iyi tanınmasına yarayan ve daha anlaşılır hale gelmesini sağlayan önemli bir itikâdî eserdir. Böylece bu şerhin tanıtımı sayesinde, Osmanlı dönemi mü- derrisi olarak İlyâs b. İbrâhîm es-Sînobî’nin, kelam alanında Hanefiyye-Mâturîdiyye mezhebinin gelişimine, devamlılığına, canlılığına ve dinamikliğine yaptığı katkılar ortaya konmuş olacaktır. Ibrâhîm al-Sînobî as a Ottoman Scholar and His Commentary of al-Fiqh al-Akbar Abstract İlyâs b. İbrâhîm al-Sînobî is essentially from Sinop and spent the large part of his lifetime in Bursa. He attained a high position like professorship (mudarris) in Bursa Sultaniyyah Madrasah which was one of the most prestigious institutions of his period and died in carrying out this task. He wrote out works in different areas such as Theology, Interpretation, The Arabic Language, and Literature. Al-Sînobî was described as commentator of al-Fiqh al-Akbar in theological sour- ces. There is a great deal of manuscripts of this commentary. This point out that so-called work is approved by the Ottoman science circles. Al-Sînobî’s grave takes part in “Zeyniler” cemetery where significant scholars and other important people of that period were buried. Şarh al-Fıqh al- Akbar is commentary that al-Sînobî has written out on named al-Fiqh al-Akbar of Abû Hanîfa who is jurisprudential sect leader of Hanafiyyah. It was in 845/1460 year and dedicated to Fatih Sultan Mohamad. Many scholars of Madrasah esteemed it in period of the Ottomans. This com- mentary almost contains all of the creed matters which are disputed in the classical sources of theology (al-kalâm). Especially, Al-Sînobî dealt with and discussed problems of creed such as deity, attributes of God, prophecy, hereafter and it statutes, faith, relationship of faith to actions, grave sin, and of refusal of declaring a Muslim an unbeliever (al-takfîr) in his so-called commen- tary. It seems that al-Sînobî, who is Commentator, pursued method of theology in his commen- tary. He explains opinions of Ahl al-Sunnah wa’l-Jamâ‘ah (orthodoxy) sect by rational and tradi- tional arguments, puts forward incoherence of opinions of Ahl al-Bid‘ah (heresiography) sects, and tries to refute them, if necessary. This commentary is important work of creed which benefits to be more recognized Mâturidite tradition of theology and makes it’s being more understand. Thus, by virtue of acquainting this commentary, it would be exposed that İlyâs b. İbrâhîm al- Sînobî as a professorship in the Ottoman period made a contribution to development, continuity, activity, and dynamism of al-Hanafiyyah-al-Maturidiyyah sect in area of theology.
