problems. It is theoretically proved that all processes, events 

and politics depend on  economics and more precisely on 

money. This is the author's own view and the result of his 

objective approach.  

Generally the traditional approach to everything is not 

forgotten in the book however the author's own approach is in 

the center of attention. It is like "it can be this way as well". 

The monograph shows that money factor is the main rea-

son of all problems of modern period. Money plays the role of 

dictator.  Political, economical, ideological, family, positional 

and etc - these all are built on money and create respective rela-

tions:

modern economic theory is money theory;

modern economy - money economy; 

•

 

the beginning and aim of business -money; 

•

 

the essentials of family economy -money; 

•

 

love relations are money; 

•

 

Honor, honesty, conscience, justice and such relations 

are money. 

Money is like everything. At the same in the context of 

time people and time, changing world, temporary life and 

permanent life after death money is nothing. 

Economical politics is dependent on various situations 

and factors. These are interconnected and interrelated. Actually 

these reasons comply each other. Economical politics affect the 

development of material production at the first instance.  

Economy and politics do not exist apart; there is a pair of 

economy and politics. Here the effect is double-sided. In this 

mutual effect the first and second places depend on time and 

place factors. 

What is money? In general we can say that during the 

historical development the most salable product becomes 

money.

In economics there are different definitions of money: 

money is the exchange means that can be fully sold; money is 

accepted by everyone for paying debts and buying goods; 

money is economic tool that arose at some stage of economic 

development; money is a value that was formed during 

development of economic relations, people's natural economic 

lives. Money became connection that connect people in society 

and scopes everything, money is a special good that can be 

exchanged into other goods, it is unified equivalent, good of 

goods and etc. 

So money presents sold and buyable goods. When we 

look at the history of money, its essence, functions we see that 

its development paradoxes are more seen in the modern period. 

As per author it is all explained by economic knowledge 

of money. This is not enough. That is why it is attempted to 

investigate the universal meaning of money. 

The first development of money contradicts to its modern 

essence. It seems that the actual essence of money is absent 

now. Money has become a solution to political, economical and 

moral problems. Market economy has already pushed it and 

everything now is bought-sold by money. The monograph 

shows that now it is such a period of money rules that it seems 

that everybody is lying: father to his kid, kid to his father, 

husband to wife, wife to husband, youth to their lovers, heads 

of companies, departments to their employees, heads of 

countries  to each other. Heads of countries and high positioned 

people make big lies; small people make comparatively small 

lies. The goal of all of these is like to earn money, to get rich. 

By making lie the people who do not follow justice and truth 

slow down the development of the society, change its course 

and at last destroy it. 

Hidden economy, bribery and corruption that are caused 

by money are seriously discussed in the monograph.  It is 

shown that the essence of corruption is disclosed in its types. In

particular, two types of corruption are discussed: political and 

economical. Political corruption is that high-positioned person 

is  not satisfied with only earning money but also for this 

purposes aims to capture the governance. Economical 

corruption is that high-positioned person uses its governing 

authority for obtaining income, money.  

Some political theorists see the reasons of political 

corruption in the lack of democracy in the country, existence of 

strict laws and existence of dictatorship; others see it in 

existence of indefinite political system.  

It is mentioned in the monograph that the income in 

countries rich with natural resources is appropriated and used 

for self enrichment. The huge money flow obtained from 

resources can be appropriated by politicians. 

Yes, oil is the whole economy. This can be proved by all 

economists in the world in the modern period. 

The natural resources have been allocated among 

countries unevenly. Only three countries of the world – Russia, 

USA and China almost have all kinds of natural resources.  

Recently there such terms used as “Oil Makkah”, “Oil 

pie”, “Oil imprecation”, “Technological imprecation”. 

“Dutch disease”, “African disease”, “Dutch-Africa 

disease” and “Dutch syndrome” terms are regularly used in the 

recent world economic literature. The essentials of “Dutch 

disease” is that one sphere in a country rapidly develops while 

others are left behind. “Dutch disease” is mostly identified by a 

number of indications which are described in the monograph. 

Obviously oil is politics. Oil politics in any oil rich 

countries define the socio-political and socio-economical 

processes and dynamics.  

The socio-economical and political perspectives of 

Azerbaijan are also dependant on oil. Oil policy defines 

characters and dynamics of all processes in Azerbaijan. The
