Nakhchivan State Flag Museum and Flag Square were established by the decree of the NAR
Supreme Mejlis Chairman Mr. Vasif Talibov, dated August 22, 2014. It was opened to public on
November 17, 2014. The state flag indicates the sovereignty of the state. Therefore, throughout the
history the attitude to the flag showed itself clearly in Azerbaijan and it was considered as a symbol
of national existence of the people and the existence of the state.
State attributes play an important role in the history and they create opportunities to study
the history of ancient Azerbaijan states, the Nakhchivan Khanate and the Nakhchivan Autonomous
Republic. Nakhchivan State Flag Museum and Flag Square have great importance in this case.
State Flag Museum and Flag Square are located on the highest area of Nakhchivan city. The
museum is in the shape of an eight pointed star. The museum dedicated to the
national flag has been
built at the foot of the flagpole. The width of the flag is 10 meters, the length is 20 meters, the
height of the flagpole is 57 meters.
Nakhchivan has the ancient history. Magnificent culture patterns and five thousand years of
city culture have been formed here. Great tradition of statehood was founded in this area. In X
century “The Kingdom of Nakhchivan” and XII
century “Azerbaijan Atabeyler State” were
established in Nakhchivan. At the beginning of XX
century, the Araz-Turk Republic which had a
population of more than one million, played an important role on defending the territory of
Nakhchivan and strengthening of the defense capability.
One of the most valuable resources of Nakhchivan is “Nakhchivan’s Autonomy”. Such as
there was established the Autonomous Republic in the historical area of Azerbaijan. Nakhchivan
AR has got its
own state attributes, too.
In 1924, there was adopted the “Status of Soviet Socialist Republic of Nakhchivan”. In
1926, 1937 and 1978 Constitutions of Nakhchivan AR, the State Coat of Arms and the National
Flag were reflected in the provisions and were given their descriptions. For the first time in the
Constitution of 1998, the Coat of Arms and the national flag of the Nakhchivan AR and also the
National Anthem were identified. The status of “Nakhchivan Autonomous Soviet Socialist
Republic” and the”Constitution” that was adopted during the autonomy, as well as the “Historical
Atlas of Nakhchivan” published in the independence period of our country, the treaties of “Gumru”,
“Moscow” and “Kars”, the “History of Nakhchivan”, the “Anniversaries of Nakhchivan AR” books
are displayed in the museum and they are very important for studying the history of Nakhchivan’s
Autonomy.
All the flags that were adopted as the national flags at various times are displayed in the
museum. While adopting the flag of Community Councils by the Republic of Nakhchivan there
wasn’t given “Autonomy” status to Nakhchivan.
The decree of the Azerbaijan SSR Central Executive Committee is about the description of
the fırst national flag of the Azerbaijan SSR. The first flag of the Nakhchivan SSR was adopted on

December 30, 1922.
According to the Constitution of Azerbaijan SSR that was adopted in 1927, on the flag of
Nakhchivan Soviet Socialist Republic the word “public” has been replaced by the word “socialist”.
The Nakhchivan Autonomous Socialist Republic flag was adopted and described in the
Nakhchivan Autonomous SSR Constitution that was adopted on September l8, 1937.
The flag of the Nakhchivan Autonomous SSR was adopted in 1940 as the national flag. On
the flag of Nakhchivan Autonomous SSR that was adopted in 1945 the word “Avtonom” was
replaced by the word “Mukhtar”.
According to the Presidium of the Supreme Soviet of Nakhchivan ASSR decree dated on
June 26, 1956, on the national flag of Nakhchivan ASSR under the pictures of the sickle and
hammer, “Nakhchivan ASSR” was decided to be written by golden letters.
On November 9, 1918 the government of Azerbaijan Democratic Republic adopted
resolution on national tricolor flag. After the fall of ADR on April 28, 1920 and establishment of
Soviet power in Azerbaijan this flag was rejected. On November 17, 1990 the tricolor flag was
restored in its rights by the resolution of NAR Supreme Mejlis and accepted as national flag of
Autonomous Republic. At the same session of the Supreme Mejlis of Nakhchivan solicited
Supreme Soviet of Azerbaijan SSR for recognition of tricolor flag as a national symbol of
Azerbaijan.
The tricolor national flag of Azerbaijan Democratic Republic consists of three equal stripes.
The upper stripe is blue, the middle stripe is red and the lower stripe is green. In the middle of the
red one there is a white colored crescent and an eight pointed star on both sides of the flag. The
proportion of the width to the length is 1:2. The pictures of the star and crescent was placed in
rectangle that has-ratio of 3:4.
The Kengerly cavalry squad flag (XIX century), also the Eldanizlar State flag (XII century),
the Nakhchivan Khanate flag (1747-1828), Honorary flag of Kangarly cavalrymen (1830), the Coat
of Arms of Nakhchivan province (1840), coins that were minted and used in currency in
Nakhchivan, the flag of Nakhchivan beys’ squads are displayed in the museum.
The photos of national flag of the Republic of Azerbaijan, and the national emblem of the
Republic of Azerbaijan, as well as the music and the text of the national anthem of the Republic of
Azerbaijan are defined by the Constitution.
The Coat of Arms of Azerbaijan Republic is the symbol of the independence of Azerbaijan.
On May 27, 1992 the Supreme Mejlis adopted the resolution about the ” State
Anthem of the
Azerbaijan Republic”. The “Azerbaijan March” written by poet Ahmed Javad and composed by
great composer Uzeyir Hajibeyov (1919) was approved as the State Anthem of the Azerbaijan
Republic.
The most valuable exhibits of the museum are the text of anthem and Coat of Arms carved
on wood, have been donated to the museum by the NAR Supreme Mejlis Chairman Mr. Vasif
Talibov.
Independent Azerbaijan’s first Constitution was adopted on November 12, 1995. Ever since
Azerbaijan celebrates the November 12 as the “Constitution Day”. By the Constitution of the
Azerbaijan Republic the “Autonomous Republic” status was given to the Nakhchivan AR.
There are also maps in the museum. The map of Azerbaijan Republic, the map of Eldanizlar
State (XII century), the map of Nakhchivan Khanates, the maps of Araz-Turk Republic (November
1918-Marchl919) and Nakhchivan Soviet Socialist Republic (l 920-1922), the map of Nakhchivan
are displayed in the museum. Nakhchivan Autonomous Republic’s Honorary titles, medals and
emblems are exhibited in the exposition. The NAR Supreme Mejlis Chairman Mr. Vasif Talibov
and the students took part at the opening ceremony of the museum. The photos taken while they
raised the national flag are the most valuable exhibits of the museum.
