OFFICERS' PENSIONS S O C I E T Y.
Officers o f a l l t h r e e Services have become gravely concerned
a t t h e steady decline i n t h e value o f t h e i r r e t i r e d p a y a n d t h e
pensions o f officers' w i d o w s . T h e p r o p o r t i o n o f r e t i r e d p a y
t o f u l l p a y h a s decreased c o n s i d e r a b l y s i n c e b e f o r e t h e l a s t
war, w i t h t h e r e s u l t t h a t r e t i r e d p a y i s n o w q u i t e i n a d e q u a t e
to e n a b l e t h e l o w e r a n d m i d d l e g r a d e s o f r e t i r e d officers t o
m a i n t a i n t h e i r officer s t a t u s i n r e t i r e m e n t , as t h e y c o u l d p r i o r
to 1914. T h i s i s a l l t h e m o r e serious, since t h e n a t u r e o f t h e i r
profession a n d t h e i r ages o f r e t i r e m e n t d e p r i v e t h e m o f a n y
civilian m a r k e t v a l u e w o r t h m e n t i o n i n g .
As f o r officers' w i d o w s , t h e i r p e n s i o n s h a v e h a r d l y a l t e r e d
since t h e e a r l y d a y s o f t h e n i n e t e e n t h c e n t u r y a n d a r e n o w
q u i t e l u d i c r o u s l y s m a l l .
Civil S e r v a n t s h a v e n o t s u ff e r e d i n t h i s w a y, s i n c e t h e i r
pensions a r e a f i x e d p r o p o r t i o n o f t h e i r p a y a n d t h e r e f o r e
a u t o m a t i c a l l y g o u p a s p a y i s increased. A s a r e s u l t , t h e
m a x i m u m p e n s i o n o f t h e P e r m a n e n t Secretaries o f t h e Service
M i n i s t r i e s are n o w a b o u t h a l f as large again as can- be o b t a i n e d
by a n y F i r s t Sea L o r d , C h i e f o f t h e I m p e r i a l G e n e r a l S t a ff , o r
Chief o f t h e A i r S t a ff , n o m a t t e r h o w h i g h h i s r a n k o r h o w
great h i s services t o t h e n a t i o n . C i v i l Service w i d o w s a r e also
m u c h b e t t e r p r o v i d e d f o r t h a n t h o s e o f f i g h t i n g officers.
The i m p r e s s i o n h a s b e e n s p r e a d i n g a m o n g r e t i r e d o ff i c e r s
t h a t t h i s v e r y u n s a t i s f a c t o r y s t a t e o f a f f a i r s w i l l n o t b e
remedied e y c e p t b y t h e i r o w n e ff o r t s . T h e u n d e r s i g n e d a r e
therefore sponsoring t h e f o r m a t i o n o f a n inter-Service Officers'
Pensions S o c i e t y, w i t h a v i e w t o t a k i n g a p p r o p r i a t e a c t i o n .
They h a v e p r e v i o u s l y i n v i t e d o p i n i o n s f r o m officers a n d a r e
convinced f r o m t h e n u m b e r a n d t o n e o f t h e replies received.
i n c l u d i n g m a n y f r o m senior officers, t h a t t h e r e is a considerable
body o f s u p p o r t f o r s u c h a Society.
The S o c i e t y w i l l n o t b e i n a n y sense a c h a r i t y, b u t w i l l
be a m i l i t a n t o r g a n i s a t i o n designed t o p r o m o t e r e t i r e d officers'
and w i d o w s ' i n t e r e s t s t h r o u g h P a r l i a m e n t a n d p u b l i c o p i n i o n
and i n a n y o t h e r s u i t a b l e w a y. T h e p r i m a r y necessity f o r t h e
success o f s u c h a n u n d e r t a k i n g i s t h e a c c u m u l a t i o n o f
adequate resources. T h e sponsors b e l i e v e t h a t i t w o u l d b e
bad p o l i c y t o i n i t i a t e e n e r g e t i c a c t i o n w i t h o u t t h e m e a n s o f
backing i t u p . a n d t h e y c o n s i d e r t h a t e v e r y e f f o r t s h o u l d
i n i t i a l l y b e devoted t o r e a c h i n g a s u b s t a n t i a l t a r g e t as q u i c k l y
