Results of the Confidence Building Project, supported by OSCE Mission to Moldova in 2016

The project was composed from several elements directed to different stakeholders from Moldova and Transdniester: NGOs, youth, scientists, politicians, farmers, journalists, teachers, academics.



International Commemoration Conference dedicated 140 years from the birth of acad. L.S. Berg was organized in Bender, the native city of Berg, on March 11, 2016.

130 scientists, NGOs, journalists, politicians from Moldova, Transdniester, Ukraine, Russia, Romania took part in it. Participants discussed the input of L.S. Berg in global science in different areas, development of geography, climate science, ichthyology, as well as application of these sciences in the Dniester River basin. Two working meetings with participation of MD and TR environmental specialists for setting up the priorities and developing proposals for further environmental cooperation between Moldova and Transdniestiria

April 14, 2016 in the framework of the Eco-Tiras project, supported by the OSCE Mission to Moldova, the first meeting of experts in Moldova and Transnistria in the environmental field took place in Tiraspol.















The meetings were attended by 56 people - scientists from the two banks of the Dniester – from the Moldovan Academy of Sciences, Institute of Forestry (MD), Universities of Moldova and Transdniestria, the Ministry of Agriculture and Natural Resources of TR, the Republican Hygiene and Epidemiology Center (Tiraspol) and as well as representatives of NGOs. Local partner of Eco-Tiras was the NGO Ecospectrum (Bender).

The main purpose of the events: the involvement of the expert community and the environmental community of Moldova and Transdniestria in the implementation of Protocol decisions between Moldova and Transnistria "On cooperation in the field of environmental protection and rational use of natural resources", signed under OSCE ouspices in Autumn 2015.

The main issues that were raised at the meeting, were:

1. The current state of water and biological resources of the Dniester management.

2. Implementation of Article 13 of the Protocol on Water and Health, which is currently under implementation in Moldova

3. Forests and forestry along the Dniester. Problems and prospects of cooperation

4. Status of terrestrial ecosystems and protected areas of Moldova and Transnistria

5. The importance of maintaining the National Ecological Network and the need to preserve biological and landscape diversity

6. Status of soils in the region and the development of ecological agriculture.

Following the presentation by experts the stormy discussion took place on the issues that exist in the region and that can be resolved only by joint efforts. Already the first meeting marked the ways of cooperation, which will further deepen. It meetings, trainings, appeal to government agencies, the joint work of scientists, health officers, NGOs. Definitely, it was suggested that at the government level cooperation is very low and meeting the officials still not bring the desired results.

It was decided to create an informal expert group on the above issues, which would be able to professionally summarize and offer solutions to many common problems of the region of the Moldovan-Transnistrian expert groups in the field of environment and sustainable agriculture to recommend for inclusion in the joint action plan in the field of action and the sustainable use of natural resources.

Proposals presented by experts and roundtable participants will be summarized and presented to the Moldovan-Transnistrian expert groups in the field of ecology and agriculture for inclusion in the joint action plan in the field of action and the sustainable use of natural resources.

At October 04, 2016 the second meeting of experts in Moldova and Transnistria in the environmental field took place in Tiraspol.

The meeting was attended by 27 people - scientists from the two banks of the Dniester – from the Moldovan Academy of Sciences, Institute of Forestry (MD), Universities of Moldova and Transdniestria, the Ministry of Agriculture and Natural Resources of TR, the Republican Hygiene and Epidemiology Center (Tiraspol) and as well as representatives of NGOs. Local partner of Eco-Tiras was the NGO Ecospectrum (Bender).

At the session there was analyzed and amended the April list of priorities for cooperation between Moldova and Transdniester in environmental fields:



  • Water and related biological resources

  • Terrestrial biodiversity and protected areas

  • Forestry. Common characteristics of forests at both banks and possibilities of coordinated actions to influence the hydrologic regime of the river

  • Sustainable land resources management

  • Soils, their conservation and prevention of erosion

Joint experts meetings in project frames permitted to determine actions on environmental conservation in Dniester watershed.

The consolidated list of priorities for cooperation include actions:

Conduct a joint collection, systematization and synthesis of information on the topography (geomorphology) of Dniester river bed to map areas of potential flooding of coastal areas under various scenarios of transmission of flooding, as well as the forecast of the consequences of flooding to both banks of the River Dniester.

Carry out an inventory and ranking of sources of pollution and "hot spots" in the Basin, an inventory of sources of pollution and to identify ways to implement measures to prevent water pollution.

Create an inventory of protected natural areas and water bodies, flora and fauna, and to develop a joint action plan for the conservation of biodiversity within the ecological network.

Develop and agree an action plan for the management of sanitary-ecological and hydrological status of the Dniester River, which will include comprehensive remediation-technological measures, such as:

a) the strengthening of the coastal sections by improving river banks against their erosion;

b) coastal protection through the creation of bank protection forest belts (afforestation);

c) cleaning the bed and waters of the Dniester River on the sub-wood (wood), sunken vessels (metal) and for introduced over debris;

d) cleaning of the river bed of other then sand and gravel sediments, mud, reeds and algae;

e) carry out works to reduce sediment suspended solids from the surrounding area into water bodies;

f) the organization of joint monitoring of water ecosystems (physical and chemical properties of water, the groundwater regime and the level of the Dniester River, as well as the restoration of a network of observation wells in the hydrogeological water security strip of the river Dniester.



Bilateral and regional cooperation: NGO proposals

- joint efforts to improve the legislative and institutional framework for cross-border cooperation in the field of nature and environmental protection.

- Joint activities within the basin created institutional structures: River Commission; Basin Council, and others. Involvement of Transdniester side to activities of basin structures.

- Implementation to address regional environmental challenges program. Including, for the development and implementation of the plan of integrated management of water and biological resources of the Dniester River basin.

Creation of bilateral and multilateral (+ Ukraine) working groups to coordinate the environmental activities of the individual.

The implementation of joint environmental monitoring programs. The exchange of hydrometeorological and sanitary-epidemiological data. EIA.

The development of bilateral and regional databases and GIS basin.

Joint operation of waterworks and reservoirs, including Dubossary hydroelectric power station and the Moldovan Power Station.

Joint action to prevent and mitigate the effects of flooding, flooding and ice jams, as well as the regulation of environmental flows. Restoration of floodplain meadows and wetlands.

Development of programs and assessment and risk management action plans related to climate change.

Interaction as part of a regional early warning system to prevent the effects of floods and man-made accidents.

Joint action to combat coastal erosion and soil degradation and erosion, and landscape.

Participation in the development and creation of programs on basin ecological network. The creation and expansion of trans-boundary natural protected areas.

Interaction between Moldovan, Transnistrian and Ukrainian NGOs in the framework of bilateral and regional cross-border cooperation in the Dniester River basin.



Joint Training Courseы for agriculture specialists and farmers from MD and TR



























13 -14 July 2016 in the State University Alecu Russo (Balti) held a seminar on "Towards organic agriculture".

It was attended by farmers of Moldova and Transdniestria (15 + 15). The list of participants is attached.

The rector of the State University, the Executive Director of Eco-TIRAS and Chief of the Science and Information Department of the Ministry of Agriculture and Natural Resources of Transnistria opened the event.

The following issues were listened to and discussed:

Principles of organic farming . Boris Boincean, PhD, Professor, Department of Farming Systems Research Institute "Selection"

The importance of organic farming for the Transnistrian region. Fedot Tsybulsky, head of cadastral valuation of natural resources and research activities department of TR Ministry of Agriculture and Natural Resources.

Features of the market and the demand for organic products. Spartac Chilat, director of the environmental company („Program Organic”)

Soil fertility and plant nutrition. The fundamental role of crop rotations in organic farming.

Then, the farmers visited the experimental fields of the Research Institute "Selection".

On the second day, June 14 2016, the participants visited a beautiful farm Rediul de Sus, Falesti district, where interesting and informative tour of the fields has been carried out (head the famous agronomist Nicolai Chictenco).

The participants received information on the issues of agriculture, as well as to hear a lecture on the positive experience of growing walnut trees in Moldova and were invited for free training, organizing at this farm.

The next meeting is decided to be held in Tiraspol on the basis of Institute of Agriculture in August.

On 24 -25 August 2016 the second farmers training event is happen in Transdniester Agricultural Research Institute and in Grigoriopol Farm

It was attended by farmers of Moldova and Transdniestria - 30 persons.

The director of Transdniester Agricultural Research Institute and head of scientific department of the Ministry of Agriculture and Natural Resources of Transdniester welcomed the seminar participants.

During seminar there were discussed the issues:


  • The transition to biodynamic vegetation – Boris Boincean, head of the department of the “Selectia” Research Institute (Balti)

  • Results of agricultural enterprises during transition to alternative agricultural system and their perspectives – head of Scientific Department of the Ministry of Agriculture and Natural Resources of Transdniester – F.S. Tsybulski

  • Fundamental role of crops exchange in ecological agriculture – A. Gumeniuc - dr. of agriculture, senior researcher, Tiraspol

After that participants visited experimental fields of the Institute with the new varieties of agricultural plants. Moldovan farmers purchased some seeds. In the next days participants visited agricultural farms, where the implementation of Institute results is going:

“Eurorost Agro” Ltd – the intensive apples garden and binary production of sunflower

“Plantator” Ltd – repeated vegetation of vegetables and sideral crops

As the activity result the brochure on sustainable agriculture has been produced and published in Moldavian/Romanian and in Russian. To download: MD and RU.



International Scientific Conference for academia, unuversities, NGOs from MD/TR and the region

On March 11, 2016, the International Conference dedicated to the 140th anniversary of outstanding scientist, academician LS Berg (1876 - 1950), was organized.

The conference was held in the hometown of the scientist - Bender and local partners were the L.S. Berg Educational Foundation from Bender and the City Museum of Bender.

The conference was attended by over 100 people - are scientists from Moldova, Transnistria, Ukraine, Poland, Hungary, Russia, France, Lithuania as well as NGOs and the media of the region.

Welcoming speeches were made by the Vice-Chairman of the regional parliament of Transnistria, Bender Chairman of the City Council, as well as the head of the city administration.

The granddaughter of acad. L.S. Berg, Dr. Elizabeth Kirpitchnikova came from Paris, welcoming the event dedicated to her famous grandparent.

The conference was very intense and effective, as discussed serious problems of our region. It is the consequences of climate change and the adaptation to it, the lessons of impact to water and other resources, modern for the Dniester River basin risks caused by poor management of the basin, the threat from the construction of numerous hydropower plants in Ukraine, deforestation in the basin, loss of biodiversity, and others.

As a result of the meeting a resolution was adopted, the main message of which - the early ratification of the basin treaty for the initiation of solution of many problems in the region.

Conference delegates received the congratulatory telegram from Munich Geographical Society, as well as from the Russian Geographical Society, signed by academics - the first vice-president and the Russian Academy of Sciences and by the director of the Institute of Geography of RAS.

Such conferences are highly valued by scientists as provide an opportunity to inform each other and to take common steps in the preservation of the environment, as well as peace and stability in the region. The most numerous participants were from Moldova and Transdniester. Organization of a Dniester Youth Summer School , including closing ceremony and two kayak expeditions

























The Youth Summer School “Dniester-2016” took place in “Nistru” Resort, the Village of Molovata Noua, the Dubasari Rayon of Moldova from 7th to 17th of July 2016. 70 youngsters (35 from right-bank Moldova and 35 from the Transdniester region) took part in it.

The Summer School Agenda included events belonging to several blocks:


  1. Educational

  2. Intellectual games

  3. Creative

  4. Sportive

  5. Excursions and environmental actions

There were nominated trainers responsible for each block.

The trainers were hired from both river banks. They have a rich experience in work with the youth. They are school teachers, future medics, psychologists, NGO leaders. We also attracted the volunteers, the successful alumni of our previous summer schools.



Educational Block. We invited experts from both banks – universities lecturers, academics, NGO. All them have a PhD in different spheres of science – Biology, History, Jurisprudence, Agriculture etc.

Intellectual games Block. Games were organized on development of creative and thinking capacities. These are the Club “What, where, when?”, the Literature Club, the competition of self-made films, the Theatre, the Club of Larks, the Chess Club, etc.

Creative Block. We learned to sing, to dance, to draw and to read poems.

Sportive Block. There were organized sport events – table tennis, football match, volley.

On July 16 the football match dedicated to anti-Racism and inter-ethnic tolerance between the teams of the Youth Summer School and the Kayak Expedition “Dniester 2016”.



Excursions and environmental actions. The were organized the excursions to Stroesti, Rascov, Tiraspol (the excursion to downtown with visiting of Sheriff stadium), Bender (city and the Fortress and acad. L.S.Berg house), Chisinau – old city excursion.

Also, in YSS the five master classes functioned:

1. Tolerance and Communication

2. NGO and participation in Decision Making

3. Tourism and survival school

4. Art Club

5. Sport club

The youth was trained too establish an NGO, to write the projects, to organize the public hearings and press-conferences.

July 15, participants of the Summer School met kayak expedition "Dniester 2016". Neptune Day was held, followed by songs with a guitar at a joint campfire.

July 16th the expedition told the youth summer school about what they had seen in the Dniester River basin. What are the problems and how they propose them to resolve. Participants of the Summer School had the opportunity to ask questions, communicate.

Then, after dinner, there was a general lecture - communication with a representative of the Association of people of African origin in Moldova Dr. Keita Abdrahmane on Racism and tolerant attitudes in society. And then there was a football match between the participants of the summer school and the expedition dedicated to fighting of Racism. In the evening all participants met at the evening closing party where the best participants were awarded prizes.

July 17 was the last day of school - a solemn presentation of certificates, concert and sweet table. At the closing ceremony came the journalists, NGO representatives, academics, parents of children - participants, alumni of our summer schools and just people from Transdniester and Moldova.

Summer School took place efficiently and successfully. Children established the friendship during the summer school. The fact that the children did not wanted to leave, and when parting cry "speaks" a lot. We have heard many words of gratitude from children, parents and experts. Many of them already registered as friends at the Eco-TIRAS Facebook page.

We would like to express our gratitude to "Nistru" Resort for their concern, support and responsiveness during the YSS.



Two kayak expeditions in July and August 2016 along Dniester River

From 10th to 17th of July the kayaks expedition was organized in the Dniester River sector Stroesti - Molovata Noua, which was attended by 24 people – university students, post-graduate students and scholars from the two banks of the Dniester.

Director of the expedition - a famous tourist and geographer Nicolai Visitiu (University of Tiraspol), scientific supervisor - Dr. Igor Shubernetsky, Biology, Academy of Sciences of Moldova.

Students visited the most beautiful places in the region – Stroesti, Saharna, Vîşcăuţi, Oxentea, Iagorlic Reserve. On the stops there were made excursions to monasteries and other places of interest to explore the neighborhood on the subject of environmental issues, the participants met with local residents, they realized environmental actions, discussed with local people the tradition if the villages, as well as the river state. In addition, lectures were held with experts on the region's flora and fauna, hydrology, river basin environmental problems, history of the region. Observations were carried out also with the river during the rafting. The fact that the boys watched, they told the roundtable participants of the summer school. Those, in turn, had the opportunity to ask questions, analyze problems together, to give own assessment and to offer solutions.









The observations which were realized during the expedition include among other the confirmation of efficiency of protections measures done in this year for fish resources protection (much lower number of poachers and nets), on-going illegal extraction of sand and gravel from the river, the negative impact of hydro construction on river ecosystem, observation of some Red Data Book species of birds and mammals, study of vegetation, etc.

In summer school, where the expedition arrived on July 15, youngsters played a football match for tolerance and anti-Racism.

Expeditions and summer schools taught not only to learn about the world, but also work and play together and learn to respect each other.

Beside MD/TR participants, in the expedition took part representatives of Ukrainian NGOs, which permitted also discussion of transboundary aspects.

The participation in the expedition of mass media permitted to familiarize them with the Dniester River status, interrelations between MD and UA on river management issues as well as in MD/TR/UA NGO community, and to attract them in reflection of issues dealing with Dniester.
