The Greensville County Transportation Safety Commission held a meeting on Tuesday, January 27, 2015, 7:30 p.m. in the Board Room of the Greensville County Government Building.

Chairman Hill called the meeting to order. The secretary called the roll.

In Re: Election of Officers
Chairman Hill relinquished the chair to Mr. Pope to receive nominations for chairman.
Mr. Pope called for nominations for the office of Chairman. Commissioner Drummond moved to nominate Mr. Hill as Chairman. Commissioner Fetko seconded the motion. Commissioner Moore moved to close nominations for Chairman. Commissioner Garrett seconded the motion to close nominations for Chairman. All voted aye to elect James Hill as Chairman of the Greensville County Transportation Safety Commission.
Chairman Hill thanked the commissioners for the vote of confidence. Chairman Hill called for nominations for the office of Vice-Chairman. Commissioner Fetko moved to nominate Cornell Hines. Commissioner Moore seconded the motion. Commissioner High moved to close nominations for Vice-Chairman. Commissioner Drummond seconded the motion. All voted aye to elect Cornell Hines as Vice-Chairman of the Greensville County Transportation Safety Commission.
Chairman Hill called for nominations for the office of Secretary noting that it was customary for the Planning Director to fill this position. Commissioner Fetko moved to nominate Linwood E. Pope, Jr. as secretary. Commissioner Drummond seconded the motion. Commissioner Garrett moved to close nominations. Commissioner Moore seconded the motion. All voted aye to elect Linwood E. Pope, Jr. as Secretary of the Greensville County Transportation Safety Commission.

In Re: Approval of Agenda
Commissioner Hines moved to approve the Agenda. Commissioner Fetko seconded the motion. All voted aye to approve the Agenda.

In Re: Approval of Minutes – October 28, 2014
Commissioner Drummond moved to approve the minutes of October 28, 2014. Commissioner Hines seconded the motion. All voted aye to approve the minutes of October 28, 2014.

In Re: Old Concerns
Little Low Ground Road

Mr. Pope asked Commissioner Hines if the pavement had been repaired with asphalt. Commissioner Hines advised the repair was still needed. Mr. Pope stated the asphalt plants were closed during the winter months and would relay this concern to Jerry Kee with VDOT.


Purdy Road/Smokey Ordinary Road intersection

Mr. Pope stated the stop bar had not been placed at this intersection and he would relay this concern to Jerry Kee with VDOT.


Hwy 301 South

Mr. Pope said the speed limit sign had been replaced.


Grassy Pond Road

Commissioner Garrett stated the stump had been removed.


Barley Road

Commissioner Fetko stated the repairs are still breaking apart and need to be looked at again. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT

In Re: New Concerns
Ruritan Drive

Commissioner Drummond stated the streetlight near 370 Ruritan Drive, across from the Ruritan Club sign is out. Mr. Pope stated he would advise the power company.


Zion Church Road/Little Low Ground Road

Commissioner Moore advised that the ditch is stopped up and water stands in the road all the time. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT


Gutters

Commissioner Garrett advised that many gutters throughout the county were not flowing freely and asked if Mr. Kee could be advised. Mr. Pope stated he would do so.


775 Grassy Pond Road

Commissioner Fetko stated a hole is in the curve of the road at 775 Grassy Pond Road. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT


76 Little Low Ground Road

Commissioner Hines stated the pipe is stopped up. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT

In Re: Other Matters
City of Emporia, Pleasant Shade Drive near Lutheran Church

Commissioner Drummond advised that reflective barrels had been near the Lutheran Church on Pleasant Shade Drive for a long time and asked if repairs could be done soon. Mr. Pope stated he would relay this concern to Jerry Kee with VDOT


Hwy 301 Sidewalk project

Mr. Pope advised that Dewberry has 50% plans complete and is working on the stormwater regulations. Mr. Pope further stated the design work has been sent to VDOT for review.


I-95, Exit 13 landscaping project

Mr. Pope advised the landscaping project is on-going. The dirt has been moved to the median and the plantings will soon begin. The project should be complete in 2 weeks.


CIMC Intermodal Equipment

Mr. Pope advised there will be a new industrial customer locating in the former Wheeling Corrugated Building at 20 Three Creek Drive, Emporia, VA. CIMC will build chasis for containers and tractor trailers; contracts with J. B. Hunt; and, will be moving into the building toward the end of February.

Commissioner Hines moved to adjourn the meeting. Commissioner Fetko seconded the motion. All voted aye to adjourn. Meeting was adjourned at 7:51 p.m.
