19.Existing and planned waste provision by others:


    1. The WCS says: “ there are currently no residual waste recovery facilities for MSW (for the waste that cannot be recycled or composted) and limited recovery capacity for C&I waste, leading to an over-reliance on landfill which needs to be reversed”.

    2. However, whilst there was about 2.2 million tonnes of ‘residual’ non-hazardous waste in the South West region in 2012 there is around 3,835,500 tonnes pa of residual waste treatment capacity already permitted including 1,043,500 tpa either operational or under construction.

    3. This comprises of about 485,000 tpa of operational capacity:

    1. Although this additional capacity is dominated by the E.ON biomass plant at Portbury Dock that facility still contributes to the regional provision for residual waste treatment capacity. It is envisaged that much of the waste will arrive by sea but the plant is still permitted to receive 360,000 tonnes per annum of biomass waste by road and could thus also directly meet local demand for disposal capacity for waste and contaminated wood. Even if only 360,000 tpa is allocated to that facility the combined total capacity already consented exceeds 1,700,000 tpa.

    2. It is clear that if all the facilities which have already obtained planning permission in the region become operational there will be serious over-provision of residual waste capacity in the region.

    3. The most local of these facilities are plotted on the maps below.

    1. This gives a total capacity of more than 3.9 million tonnes excluding Javelin Park. Of this capacity more than 3 million tonnes is within 40 minutes drive of the main urban centres of Gloucestershire.

    2. The Severnside site has a total capacity of 400,000tpa of which 300,000tpa is reserved for waste from London. The capacity of 100,000tpa is available for local waste either from C&I or local authorities.

    1. It is known that the New Earth Solutions MBT facility at Avonmouth has room for a further line to be installed which would enable the site to process another 100,000tpa if extra capacity was required. New Earth Solution has indicated that the present gate fees are around £85 per ton depending on the contract volumes.

    2. ART GL Ltd. indicate that they could process residual waste at £65 per ton and still be profitable.

    3. It is important that if UBB are to justify the development on the basis of treating local C&I waste that they present evidence that the level of their gate fee will be sufficiently low to attract the majority of the residual C&I waste in Gloucestershire. If they do not do so then it is more likely that any C&I waste captured to the incinerator would be travelling long distances from areas with less capacity and higher gate fees – mainly the South East region and London. This would clearly offend WCS Policy WCS6.

    1. There are also a very large number of end of life car breakers of which only the major operators are marked on this map:



    1. There are no fewer than 330 Garages with waste permits for breaking cars or collecting waste motor products in the surrounding area.

    2. Very similar capacity ‘gluts’ to those demonstrated above for the SW region can be found in each of the neighbouring regions and this is reflected in the national situation. The recent response of DEFRA was to announce on 18th October 2013 that it was withdrawing a waste infrastructure grant worth £169m over 25 years for the proposed King’s Lynn incinerator83 (for which the outcome of a planning appeal is currently awaited).


20.Conclusion:


    1. The proposed incinerator is far too large for the waste available. It is predicated to waste growth and would require imports of waste over long distances and from out of the county to operate to capacity. There is adequate capacity for Commercial and Industrial waste in the County already and the quantity of municipal waste which will need residual treatment is likely to be less than 100,000 tonnes.
