world states. As known, the special service has a significant role in the
effective fight against terrorism. Currently, the role of intelligence service
available to forestall and prevent the terror acts is rapidly growing. First of
all “it is connected with the indefinite situation of the performed terror acts.
Nobody knows where, by whom and how these acts are going to take place.
But the world community must not wait passively the terror acts just then to
reply. The fact is that the security service must be more perfect, and they
must cooperate not only on national level, but on international level, too.”
[6, p. 237]. According to the vice president of the US Institute of Terrorism
and Political Violence Problems of Peter Probst, “the special service and
fight against terrorism must have close relations to have an effective
influence on the situation…
We can’t successfully fight against terrorism without effective
gathering and analyzing the data suggested by the intelligence service.
And we can’t carry out effective antiterrorist fight with upgrading our
security to the level of today’s terrorist acts. In reality, it means planning the
yesterday’s attack; and we, can’t determine when the terrorists will use a
new tactics or will significantly increase the destructive power of their
military arsenal…
Taking into account specificity of the group’s work, we must
appreciate how the terrorists think, how they plan their acts, how they gather
the intelligence data, how they choose the target and how adapt to the
failure in terror operation.” [14, p. 21-23].
Currently, globalization processes demand expansion of bilateral and
multilateral cooperation relations among the special services of states in
fight against the Armenian terrorism. This cooperation can be realized in
several spheres: 1) exchange of data; 2) performing common operations; 3)
legal assistance – extradition of terrorists.
Exchange of data has significant role in effective fight against the
Armenian terrorism. From this point, the Agreement signed on April 30,
2002, in Trabzon (Turkey) “On fight against terrorism, organized crime and
other serious crimes among the Azerbaijan Republic, Georgia and the
Republic of Turkey” opens huge opportunities. In the 3

Agreement envisioning large-scale fight against terrorism is considered to
form the database for gathering and commonly using information on the acts
and methods, activity rules, mutual relations, financial sources of the terro-
rist organizations and organized crime groups, and also on the source of the
weapons, explosives, radioactive, chemical, biological and toxic substances.
It is also significant to perform common operations for neutralization
of Armenian terrorists. There are real results of such cooperation between
special services of Azerbaijan and Russia. Since, as a result of close
cooperation with the Russian Federal Security Service on June 3, 1994, was
arrested and instituted criminal case against Azer Aslanov who exploded
electric train in Baku Subway on the instruction of special services of the
Armenian Republic [15, p. 6-7].
One of the main forms of the cooperation among law-enforcement
bodies of the states in fight against the international Armenian terrorism can
be mutual law assistance. This mutual activity envisages cooperation in the
fields of documents exchange connected with the crime, investigation, and
exchange of crime evidences, inquiring witnesses and extradition of the
criminals. The following treaty and other international documents regulate
this cooperation. For instance, Azerbaijan Republic has signed bilateral
accords on mutual legal assistance with Turkey, Bulgaria, Georgia,
Uzbekistan, Kyrgyzstan, Iran and Lithuania.
One of the directions of international cooperation in fight against the
Armenian terrorism is carrying on information war against the terrorism.
The information war means to bring to the notice of world community the
essence, organizers, peculiarities, ideological bases, and inhuman acts of the
Armenian terrorism.
The information war may be carried out in two forms - official and
unofficial.
Systematic activity of official bodies of Azerbaijan and Turkey in
information war, statement of the name “Armenia” in the reports on narcotic
and human trade by the US State Department can be considered as a part of
the official information war.
Unofficial activity includes different scientific researches, Mass

Media information, organizing Internet sites and etc. Several well-known
researchers, so as American scientists, historian professors Stanford J.Show,
J.McCarthy, T.Sviyatokhovski, the French historian professor Jorj-de-
Malevil, the Russian historian publicists V.L.Velichko, academic
B.Piotrovski, writer J.Pompeyev, the Austrian scientist, historian professor,
writer Erich Fiegl and others had also unveiled the face of the Armenian
terrorism before the world community.
Despite of these activities, we should note that international
cooperation in the information war must be strengthened.
The Armenian terrorism has its own ideological bases, ideology and at
the same time favorable conditions to occur, exists and develops. At the
same time, the Armenian terrorism is a result of itself. The listed factors
show that the diplomatic and military tools in prevention of the Armenian
terrorism are very important. The main term is that the diplomatic and
military methods must have close links in prevention of global terrorism.
Combat against the Armenian terrorism includes equal involvement of the
diplomatic and military tools.
The Armenian terrorism is a global socio-political phenomenon
consisting of motives, sources and results. If we imagine the Armenian
terrorism as a chain, the reason, source and sequences are its links. The
goals of diplomatic and military ways must include extermination of the
reasons, sources and sequences of the Armenian terrorism.
The main aspect stipulating diplomatic way in fight against the
Armenian terrorism is the international character of the Armenian terror.
Specificity of the diplomatic activity shows itself in the prevention of
sources and reasons of the international terrorism. As is known, “It is
impossible to destroy the idea with gun…” [6, p.239].
It is of vital significance for the whole world, especially for the
Caucasus region to elaborate and realize effective diplomatic strategy to
prevent the Armenian terrorism. The fact of existence of the Armenian
terrorism in the Caucasus region, first of all, contradicts the national
interests of Azerbaijan, Georgia and Turkey. From this standpoint, the
above-mentioned countries should think over this strategy.
