ring structure dividing the ceremonial court to back and front spaces was not found
good enough. Of all the ten second step submissions general criticism was on the
competition between the monument and the building itself. After the determination of
the project in 1979, the construction process of nearly two years started. The opening of
the monument was hurried to the centennial anniversary of Atatürk’s birthday. The
bronze model was done in Hungary. Prof. Afet İnan, architect Behruz Çinici and the prof.
Enver Ziya Karal were sent to Budapest to control the 1/1 scale gypsum model in 1980.

opened to public on the 19

of May in 1981 by Kenan Evren. The monument faces the
ceremonial place and is a node for remembrance of the founder of the Grand National
Assembly and the Turkish Republic.It accompanies some formal rituals of the Grand
National Assembly such as state ceremonies in national holidays, welcome ceremonies
for foreign visitors such as ambassadors, speakers of other nations and presidents. By
this way the monument enhances to the civic quality of the space. The placement of the
monument at the side rather than in the center of the ceremonial court exhibits
irregularity enabling urban vistas and provides space for ceremonial gatherings of
crowds.
In this study it is aimed to depict the story of Atatürk monument in the Grand
National Assembly of Turkey with its diverse actors and conflicts. It is also relevant to
say that when political turmoils are in case where the bounds of the people and the
power structures are damaged, the artworks may be operative in restoration of national
unity and act as forms of public sedative. Though sometimes detailed and hard work of
cadres of power can be criticized and have the risk of becoming a vast because of the
changing actors due to the long time spent for the idealization process of the artwork in
the changing climate of political framework. The Atatürk monument with a nearly 40
years of discussion process is a very significant case for Turkish sculpture, politics, art
and architecture. It was also very interesting that despite the preliminary ideas
workshop and long discussions in the working committees of the National Assembly
and the Senate, the type of the monumental representation was chosen as the colossal
type by the jury. Maybe it was found safe and away from the very productive however
un-resulted discussion produced so far. Vale (1992) discusses the infusion of national
symbolism as a time taking period for emerging states in the physical environment so
that there would be alterations due to city growth and development, and personal or
group reactions against the government sponsored acts. This is valid for the unrealized
and changed parts of the governmental district of Ankara as well. The disappearance of
the civic forum between the ministries and the parliament in years is an outcome of
these reactions appearing as physical alterations in the plan, architecture of the
buildings as well as involvement of the monuments.

Bu çalışma Türkiye’de 1937’lerden 1980’lerin politik ve siyasal iklimine uzanan
bir süreç içerisinde Türkiye Büyük Millet Meclisi kampüsü ve bağlamı içerisinde Atatürk
için inşa edilecek olan anıt heykelin üzerinde üretilen düşünce ve tartışmaların bir
okumasını gerçekleştirmeyi amaçlamaktadır. Bu araştırmada analiz edilen veriler
büyük ölçüde 1976 ve 1980 yılları arasında Millet Meclisi ve Cumhuriyet Senatosunun
çalışma komitelerinin rapor ve toplantı tutanaklarına dayandırılmaktadır.
Kuruluş yıllarından 20.yüzyılın ortalarına kadar ki süreçte Cumhuriyet dönemi
tarihsel sürecinin devlet mimarisi alanının yabancı mimarların hâkimiyeti altında
geçmesi gibi aynı dönemde Türk heykeltraşlarını, mimar ve sanatçılarını görebilmek
pek yaygın değildi. Bu durum çoklukla ancak 1882’den sonra resim, heykel, mimarlık ve
kaligrafi alanlarında ders vermeye başlayan Sanayi Nefise mektebinin ilk kırk yılında
sadece dört Türk sanatçı yetiştirebilmesi ile açıklanabilir (Gezer 1984: 17).

Cumhuriyetin kuruluş yıllarında 1920’ler de Türk öğrenciler Avrupa’ya sanat eğitimi
almaya gönderildiyseler de İkinci Dünya Savaşının yaşattığı gecikmeler ve 1937’den
sonra Belling’in akademiye gelmesi sebebiyle 1940’lara kadar heykel eğitimi için bu
durum geçerli olamamıştır (Gezer 1984: 15). Bununla beraber 1930’larda ulusal bilincin
uyandırılması için Cumhuriyet kadrosunun getirdiği yeni düzeninin sahiplenilmesi
amacıyla yabancı sanatçılar tarafından kent meydanlarına inşa edilen birçok anıt eser
gerçekleştirilmiştir. Şan ve şeref dolu geçmişin biçimsel anlatımları kent meydanlarında
halka sunulmuştur. Zafer anlatımlarının biçimsel anlatıları büyük kurtarıcı Atatürk’ü
çoğunlukla askeri kiyafetlerle at üstünde, nadir olarak ise İstanbul, Tekirdağ, Muğla ve
Isparta’daki anıtlarda olduğu üzere sivil olarak resmedildiği biçimsel temsillerinden
oluşmaktaydı. Gezer’e göre, heykel terimi kent repertuarında Atatürk heykeli
özdeşleşmekteydi. Bununla beraber yabancı heykeltraşların ve sanatçıların durumu
gazete ve dergilerde aydınlanmış burjuvazi tarafından eleştirilmeye başlamıştı. Mesela
Ahmet Haşim böylesi bir durum için “büyük anıt ve heykel dikilecek yerde, bugün için
bir mermer kütlesi ya da külçe bronz koyalım ve altına ‘Türk sanatçısı yetişinceye
kadar’” diye yazalım der (Gezer 1984:20). Buna ek olarak Kenan Yontunç, Çorum kenti
için ürettiği ilk Atatürk heykelini diğer iki kent, Elazığ ve Kayseri için yeniden üreterek
ünlenen Türk heykeltraş, Mustafa Kemal Atatürk’ten kent heykellerinin bu alanda yeni,
gelişmemiş ve pratiğe ihtiyacı olan Türk sanatçılarına bırakılması istemiştir. Atatürk ve
Yontunç arasında geçen bu konuşmadan sonra Türk sanatçıların kamu anıt ve
heykellerinde daha fazla söz sahibi olduğuna inanılır. Kamu heykelleri büyük
kentlerden küçük kasaba ve köylere yayılmaktadır.
