Vice-Prezident are elected for four years of service and may be
re-elected for another term of four years.
The legislative branch of the government is the Congress. It is
composed of the Senate and the House of Representatives.
The Senate consists of 100 members, two from each of the 50
states, elected by people of the states for a term of 6 years. The
House of Representatives consists of 435 members, the number is
determined by the population of each state. The members of the
House of Representatives are elected for two years.
The function of the Congress is to make laws and to finance
the operation of the government. From the very beginning there
appeared in the USA a system of two major political parties and
this two-party system practically dominates the political life of
the country. The two major parties are the Democratic Party and
the Republican Party. The chief functions of a party are to
organize elections and when in the minority to keep a check on
the party in office but both of them are the parties of monopoly
capitalists, and the American people do not see any difference
between them. This is the reason why so many abstain from
voting.
The Cabinet is rather a tradition going back to the first
Prezident. Its purpose is to advise the Prezident on any affair he
wishes such advice. The Cabinet is composed of the heads of the
thirteen executive departments – the Secretary of State, the
Secretary of Treasury, the Secretary of Defence and all the rest.

HISTORY OF NATO
Between 1947 and 1949 a series of dramatic political events
brought matters to a head. These included direct threats to the
sovereigniy of Norway, Greece, Turkey and other Western
European countries, the June 1948 coup in Czechoslovakia, and
the illegal blockade of Berlin which began in April of the same
year. The signature of the Brussels Treaty of March 1948 marked
the five Western European countries - Belgium, France,
Luxembourg, the Netherlands and the United Kingdom - to
develop a common defense system and to strengthen the ties
between them in a manner which would enable them to resist
ideological, political and military.
Western European countries and their North American allies
viewed with concern the expansionist policies and methods of the
USSR. Moreover, in view of the declared ideological aims of the
Soviet communist Party, it was evident that appeals for respect
for the United Nations Charter.
The North Atlantic Treaty signed in Washington on 4 April
1949. In April of the previous year, Louis St Laurent, in the
Canadian House of Commons, promoted the idea of a single
mutual defense system including the Brussels Treaty powers and
the North American democracies. According to the Treaty
created an Alliance for collective defense as defined in Article 51
of the United Nations Charter. The Treaty is of indefinite
duration. The Alliance links 14 European countries with the
United States and Canada.
The present-day NATO began to take shape in 1991. The
Strategic Concept adopted by NATO Heads of State and
Government in Rome in November 1991 outlined a broad

approach to security based on dialogue, cooperation and the
maintenance of a collective defense capability. It brought
together political and military elements of NATO's security
policy. The Concept provided for reduced dependence on nuclear
weapons and major changes in NATO's integrated military
forces.
Since the establishment of NATO, Allied forces have
constituted the basis for effective deterrence and defense against
the threat of war, which remained the principal security concern
of the Allies for forty years. Their primary role remains that of
guaranteeing the security and territorial integrity of member
states.
WE STAND FOR PEACE
The word “Peace” sounds so good. It is very near and dear to
the heather of all the common people on Earth.
War has always been horrible. Peace has always been
desirable. Peace means life, work, happiness. War spells grief and
tears, death and misery. That is why we cannot want war. We
stood stand and will stand for peace for ever.
The people must understand that peace is the only way
towards equal relations and mutually advantageous cooperation
among nations. They want peace in order to allow their economy
to develop swiftly and develop economic and cultural
cooperation between nations.
We live in the atomic age and any modern science

achievement must serve peaceful purposes. The use of the
scientific knowledge for developing horrible means of
destruction, especially the invention of the atom and hydrogen
bombs has made the problem of peace and war a matter of great
urgency, would lead to destruction in the world. That is why the
struggle for peace has become an urgent necessity in our time.
It is Azerbaijan and its Government that are actively heading
this struggle. Our people want peace and are struggling for it. The
active peaceful policy of Azerbaijan and other peace-loving states
inspires all progressing people to further struggle for the security
of world peace.
All the peace-loving peoples on the planet highly appreciate
the Azerbaijan people’s efforts to preserve peace.
We, the Azerbaijan people want that every person should not
only enjoy uttering the word “peace”, but earnestly struggle to
defend the cause of peace.
WORKERS OF OUR TIME
We live at a time of sputniks and rockets and atomic power
stations controlled by automated electronic machines and
complex computers. The progress of science and technology has
invaded our daily life too. Take television, for instance.
Thousands of electronic parts have made us eyewitnesses of
events occurring far away from our homes, sometimes at
distances of many thousands of kilometers.
All these things – the sputniks, the atomic power stations, the
