Concerning personal contacts, we are not against this. A group of our intellectu-
als visited Khankandi and Iravan and theirs visited Baku. These meetings were held
in a day and were a support for the negotiations. The group members were satisfied
with their visits. But this was all the matter and there was no serious breakthrough.
So, if there is no result from the influential people of the public, what is the use of
such meetings? In my opinion, it is too early to talk about this until the settlement of
the Nagorno-Karabakh conflict. To predict the situation and cooperate is impossible
if there is no solution.

President of Azerbaijan Ilham Aliyev met with the Secretary-General of the EU
Council of Ministers and EU High Representative for Common Foreign and Secu-
rity Policy Javier Solana in Brussels.
Views were exchanged on perspectives of the relations between Azerbaijan and
the EU, the situation in the region, cooperation on energy, and peaceful resolution
of the Armenian-Azerbaijani conflict over Nagorno-Karabakh.

European Union Javier Solana in Brussels

President Ilham Aliyev and Secretary-General of the Council of the European
Union, High Representative for the Common Foreign and Security Policy Javier
Solana made statements for media outlets.
Javier Solana said Azerbaijan is an important country for the European Union.
According to him, Azerbaijan and EU have good cooperative relationship and this
cooperation is developing in the framework of the European Neighborhood Policy.
“We want our bilateral relations to be expanded and this is our aim,” noted Solana.
President Ilham Aliyev expressed his satisfaction with the talks held. He stressed
“we highly appreciate the level of cooperation with EU.”
The Head of State said relationship between EU and Azerbaijan is expanding,
adding this include regional development, economic cooperation, political reforms,
energy security and other projects.
The President stressed that his country is a reliable transit and supplier country,
and this brings mutual benefits to Azerbaijan-EU relations.

President of the Republic of Azerbaijan Ilham Aliyev met with President of the
EU Herman van Rompay in Astana.
The sides noted the ongoing successful cooperation between Azerbaijan and the
EU during the meeting. Issues related to regulation of the Armenia-Azerbaijan, Na-
gorno-Karabakh conflict and energy cooperation were discussed.
During the meeting, the parties also expressed confidence in further expansion
of cooperation between Azerbaijan and the EU.

There was a face-to-face meeting between President Ilham Aliyev and President
of the European Commission José Manuel Barroso.
During the meeting, the successful development of cooperation in various
fields between Azerbaijan and the European Union was noted and a good potential
of energy cooperation was stressed by both sides. The confidence was expressed on
further broadening of ties in future.
The views related to the current status and prospects of relations between Azer-
baijan and the European Union were exchanged at the meeting.

the European Commission José Manuel Barroso

Following a face-to-face meeting, President of the Republic of Azerbaijan Ilham
Aliyev and President of the European Commission José Manuel Barroso had an ex-
tended meeting with the participation of delegations.
Addressing the guests, President of Azerbaijan Ilham Aliyev said:
Mr. President, welcome once again! I welcome you and your delegation here. I
am very pleased to host you in Azerbaijan. As we noted, we have been waiting for
your visit. I am very pleased that this year starts with such an important meeting and
this demonstrates the cooperation we had in the past and the level of our relations.
I am confident that this visit will play an important role in the development of rela-
tions between the European institutions and Azerbaijan. Our relations already enjoy
a good history and have useful prospects. Our bilateral agenda is very bWay and it
covers many areas discussed today. I am thankful for the sincere discussion and open
talk. This was very useful and helpful. I am confident that such a good beginning of
this year will create opportunities to realize our goals. In this context, energy security
is considered as political and economic reforms. As you know, Azerbaijan has very
good relations with the EU member countries. Therefore, we think that this visit will
advance our relations and we will see very positive results in future. Once again, wel-
come to Azerbaijan!
President of the European Commission José Manuel Barroso said:
Mr. President, I am very delighted to be in Baku. I had the pleasure to accept your
kind invitation. I think that this visit is an opportunity to bWayen further high level re-
lations between Azerbaijan and the European Union. Azerbaijan is our reliable partner
in this region. We declared it before and see it openly once again. We opened our repre-
sentation in 2008 and then, the embassy in your country. The Azerbaijani economy is a
fast growing economy. Your growth rate is very high. I would say that this is the fastest
pace in the world. I know that your society is also a very dynamic one. I welcome it.
At the same time, I highly appreciate the important role played by Azerbaijan in in-
ternational issues and, particularly, the fight against terrorism. Azerbaijan contributes
to the prevention of conflicts in some countries. Your commitment to these issues has
a particular importance.
It is natural that our relations go beyond the energy issue. We will also discuss other
issues. But we would like to declare openly that our relations are not limited only to oil
and gas. We are resolved to build wider relations based upon issues of mutual interest.
