TACIS - a programme of the European Union to render technical assistance to
the members of the Commonwealth of Independent States
Novorossiysk - Black Sea port of Russia. Last point of the Baku-Novorossiysk
pipeline.
Nagorno-Karabakh - Region in the south-west of Azerbaijan. The territory of
the Nagorno-Karabakh Autonomous Province established within the Azerbaijan
SSR on July 7, 1923. Included Aghdara, Asgeran, Shusha, Khodjavend and Hadrut.
Its self-governing status was eliminated because of the terrorist and aggressive ac-
tivity of the Armenian separatists. Currently the Nagorno-Karabakh and seven dis-
tricts around that are under the Armenian occupation. Azerbaijan proposes the high-
est self-administration status to the Nagorno-Karabakh on condition of liberation
of the occupied territories and restoration of the territorial integrity of Azerbaijan
CIS - Alliance established by 12 states (Russia, Azerbaijan, the Ukraine, Be-
larus, Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, Tajikistan, Armenia,
Georgia and Moldova) after the collapse of the Soviet Union (1991)
OSCE Minsk group - International mission of OSCE to mediate for peaceful
solution of the Nagorno-Karabakh conflict. In the first additional meeting of the
foreign ministers of CSCE in Helsinki on March 24, 1992 it was decided to call a
conference in Minsk for the solution of the conflict. The conference was to include
the following participating states: Azerbaijan, Armenia, Belarus, Czechoslovakia,
France, Germany, Italy, Russia, Sweden, Turkey and the USA. The Minsk confer-
ence failed to be held because of the aggression of Armenia, and the body formed
for the mediation by those countries was named the Minsk Group. On December
5-6, 1994, the Budapest Summit decided to establish a co-chairmanship for the
process. The group is implied to be headed by several countries, not one. The first
co-chairs were Russia and Sweden, then Russia and Finland. Since 1997, the USA,
Russia and France have been chairing the Minsk Group
Refugee - According to the 1st article of the Law “On the status of the internally
displaced persons” of Azerbaijan, a person who is caused to run away to save his/
her life because of his/her nationality, race, citizenship, religion, language, political
viewpoint, as well as because of belonging to any social group, also because of a
danger to his/her family, property, and because of not being able to make use of the

protection of his/her own state, and who is not the citizen of Azerbaijan is regarded
“a refugee” in the territory of Azerbaijan
Oil Rocks – A settlement built on metal poles 40 km far from the Absheron pen-
insula in the Caspian Sea in 1949.
Caspian Sea - Largest enclosed water basin classed as the world’s largest lake.
It is located at the crossroad of Europe and Asia.

BSEC – It was established in 1992 by 11 member states. The organization re-
groups Azerbaijan, Albania, Armenia, Bulgaria, Greece, Georgia, Moldova, Rus-
sian Federation, Romania, Turkey, Ukraine. Its secretariat is in Istanbul. The goal
of the organization is to promote bilateral and multilateral cooperation among the
member states in agreed areas.
“Gulustan” Palace – A palace where state level events are held. It was con-
structed at Heydar Aliyev`s initiative during his tenure (1969-1982) as a leader of
the Soviet Azerbaijan.
The Contract of the Century - International contract on the development of the
hydrocarbon resources in the Azerbaijani Sector of the Caspian Sea. Signed on
September 1994
Armenian-Azerbaijan Nagorno-Karabakh conflict – An artificial problem cre-
ated as a result of the activities of the Armenian separatists to annex Nagorno-
Karabakh to Armenian in 1988.
