ABSTRACT
The fact that 20 percent of Azerbaijan's territory remained under occupation for many years did
not allow the country to use the economic potential of these lands. Despite the fact that Karabakh
is the territory of the Republic of Azerbaijan, Nagorno-Karabakh and 7
adjacent administrative
districts (Lachin, Kalbajar, Gubadli, Zangilan, Jabrayil, Aghdam (district center and most of the
territory), Fuzuli (district center and most of the territory) in 1989-1993 was occupied by Armenia
in the years. As a result, the historical and cultural monuments, the infrastructure
of the region
were completely destroyed. The liberation of territories occupied for 30 years as a result of the
Patriotic War in 2020 created wide opportunities and favorable conditions for the development of
Azerbaijan's economy.
On July 7, 2021, President of Azerbaijan Ilham Aliyev signed a decree on the new division of
economic regions of the country. The new division already includes 14 economic districts.
Karabakh economic region is one of the 14 economic regions of Azerbaijan. It includes Agjabadi,
Agdam, Barda, Fuzuli, Khojaly, Khojavand, Shusha and Tartar administrative regions and the city
of Khankendi. Eastern Zangezur economic
region includes Jabrayil, Kalbajar, Lachin, Gubadli
and Zangilan administrative regions.

The new division of economic regions in Azerbaijan contributes to economic progress, more
efficient investment policy and flexible regional management. Their
creation will be an impetus
for the restoration and development of the territories liberated from occupation during the 44-day
war. This step can be considered as a comprehensive plan for the prosperity of the liberated
territories. This is also important from the point of view of the reintegration of the liberated
territories into the economy of Azerbaijan, because it requires more efficient work in the direction
of planning the development of economic regions, ensuring the efficiency
of management and
revising the structure of the economy of these regions. In addition to having huge tourism,
industrial potential, rich water and energy resources, recreational and food industry opportunities,
the liberated lands have great mineral and raw material potential. In addition to having huge

Azerbaijani government's plans for the reconstruction of the Karabakh region is its transformation
into a center that produces energy from renewable sources.
