Customs Service of 21 states and 17 pharmaceutical companies took part in
this international event. The letter of Azerbaijani President Ilham Aliyev
addressed to the participants of the International Conference stated that
Azerbaijan is in close cooperation with partner countries, the World Cus-
toms Organization, World Health Organization, Economic cooperation
Organization, the World Intellectual Property Organization, Interpol and
other international organizations to prevent the importation of counterfeit
drugs, to withdraw from circulation such drugs, to discover persons who are
engaged in the production of counterfeit drugs and to make them answerable
for this. It was stated in the conference that in many countries the fight
against counterfeit drugs is not conducted appropriately, the dealers using
gaps in the laws easily realize their accursed deeds. A.Kartilla, the chairman
of the Council of the World Health Organization, noted in his report that,
first of all the efforts of individual countries should be combined in the pre-
vention of transportation of counterfeit drugs, or transit. Secretary-General
of the SCO Michel Danen’s report on the global customs control against the
risks of counterfeit drugs was heard in the conference. Due to the amount of
money collected by pharmacist companies which participated in the confer-
ence and from the charity concerts organized by the SCO people who are
suffering from serious illnesses were helped with medicines. Advanced
Studies in Science: Theory and Practice The customs bodies of Azerbaijan
Republic which is a member of CITES Convention regulating the illegal
trade of plant and animal species are actively involved in the fight against
the taking out the rare plant and animal species from the country. As a result
of cooperation of the State Customs Committee with Azerbaijan representa-
tion of World Nature Preservation Fund was prepared regulations on
making customs rules official plant and animal species and samples in-
cluded in the CITES Convention (İlham Aliyev, 2010). One of the main du-
ties of the customs bodies of the Republic of Azerbaijan is to prevent
smuggling of the ancient historical and art items which includes national
and moral values, a rare species of flora and fauna from the country. In case
of illegal transportation of goods of historical and cultural importance they
are arrested by customs service and are confiscated on the relevant decisions
of the court and customs bodies. As a result of prevention of efforts for ille-
gal transportation of historical and cultural items across the boundaries of
Azerbaijan has been created a valuable collection of works of art and cul-
ture in the SCC.
Over hundreds of art items were handed the country's museums, li-
braries, and cultural centers of science having scientific, artistic and his-
torical value by the customs service. For example, in 1995-2014,

nearly a thousand samples of archaeological and cultural heritage of histori-
cal importance, including the ancient carpet patterns, icons, books and coins
were confiscated. 22 items were given to Azerbaijan State Art Museum, 14
rare books covering IX-XX centuries – to M.F.Akhundov National Li-
brary, 67 pieces of antique carpets and carpet products to Azerbaijan Carpet
Museum, 60 pieces of the manuscript to the Institute of Manuscripts, 410
samples of numismatics to the Azerbaijan National History Museum, the
Koran and other religious books dated to the VIII-XIX centuries to the Cau-
casus Moslem Office, 22 ancient icon sand books to the Russian Orthodox
church. There are customs museums operating in Azerbaijan. The main part
of the exposition in Customs History Museum is the works of art and cul-
ture confiscated by customs officers. Among the collection stored here,
there are collections of jewelry and carpets dated to the XIX and XX centu-
ries, coins of the ancient Roman and Byzantine Empires and the state of
Safavid, Koran manuscripts dated back to the XIX and XX centuries, icons,
delicate daggers and swords of the Afghan and Indian origin. In addition,
Museum reflecting the history of the customs service in the Nakhchivan
Autonomous Republic was established in the border with the Republic
of Turkey and Iran (Azerbaijan Republic State Customs Comitee,
2002).
In June 2007, Customs History Museum was elected as a member of
the International Customs Organization Museum (ICOM), and in September
2008, the International Association of Customs Museums (IACM). In total,
24 countries are members of the International Association of Customs Mu-
seums. The official journal of the Association “Newsletter” is published
once a year in Hamburg. The article in the 2008 issue of the bulletin “The
customs of Azerbaijan on the threshold of the Cultural Diversity of Eurasia”
provides detailed information about the creation of customs museum. The
expansion of international cooperation in the fight against the violations of
law is one of the priorities of law enforcement bodies of the customs service
of Azerbaijan Republic. The implementation of methods based on best in-
ternational practices in the field of customs operations allows strengthening
the operational-investigational and preventive measures.
In order to ensure economic security smuggling channels are found
and eliminated, those who have violated law are made answerable for their
deeds. In the certificate for the implementation of the customs identification
and in the permit for free use in the customs territory of Azerbaijan Repub-
lic the following information shall be included: name of cultural heritage;
the preparation techniques; material; size; the date; value; cultural values of
the degree of protection of the cultural wealth that given certificate (preven-

tive conservation, restoration, private); judgment for transportation; a spe-
cial regime of cultural wealth that issued certificate for (temporary, return
period); the purpose of transportation (exhibitions, presentations, restoration
etc.); the photo of cultural wealth that given certificate for, the validity pe-
riod of the certificate given for the cultural wealth.
Within the framework of the 19 th session of the United Nations
Commission on Crime Prevention and Criminal Justice it was organized ex-
hibition “Azerbaijan customs on the guard of cultural heritage” (Vienna, 17-
21 May 2010). The works of art, manuscripts, ancient books, numismatics
samples, carpets and soon confiscated by the State Customs Committee of
the Republic of Azerbaijan were demonstrated in the Advanced Studies in
Science: Theory and Practice exhibition hall of Rotunda. The aim of the ex-
hibition was to demonstrate the historical and cultural patterns taken when
tried to be passed through the customs border of Azerbaijan illegally
and to provide information on measures taken to protect the cultural heri-
tage in the country (The State Customs Committee’s Press Service, n.d.).
Giving of religious items confiscated by the customs bodies of Azer-
baijan to the various relevant organizations has become a tradition - respect
to national-moral and religious values and tolerance in the country. Objects
of historical importance which were tried to be passed out of customs con-
trol at different times were confiscated by the officers of the customs offices
in Tovuz and Khachmaz. On January 5, 2007 16 pieces of icons were pre-
sented to Jean-Mironosets church in Baku confiscated by Azerbaijan cus-
toms bodies. According to experts, these icons confiscated at customs bor-
der were the historical and cultural examples of the eighteenth and nine-
teenth centuries. Presentation of the holy books, icons and other religious
items confiscated by the customs bodies to the relevant organizations has
become a tradition. On June 10, 2009, the presentation of the religious
books, crosses and icons confiscated by the customs offices was held for the
second time at Saint Jean-Mironosets church. This time, 663 books relating
to Christian religion that have been published in recent years, 4 icons dated
to the nineteenth century (“Jesus Christ” and “Saint Mother” as well as
other icons) and a cross with the image of Jesus Christ on were given free of
charge (Guliev, 2013 b, pp. 30-32). In April 2009, the exhibition on the
theme “Azerbaijani customs on the guard of cultural and religious heritage”
was organized in Vatican by the State Customs Committee and the Ministry
of Foreign Affairs of the Republic of Azerbaijan. The senior officials of the
Vatican, the United States, Turkey, Montenegro, Bulgaria, the Ukraine
and some other countries, representatives of international organizations
took part at the event. The purpose of the exhibition was a desire to show

the prevention by the Azerbaijan customs service attempts of smuggling of a
great deal of ancient objects that were tried to be taken abroad by transit
from our independent country in recent years, and to get to know the Azer-
baijani people's history, culture and tolerance. The statue of Jesus' made in
the second half of the nineteenth century in the workshops of one of Catho-
lic churches confiscated when was tried to be smuggled from Azerbaijan
was delivered to the representation of Roman Catholic Church in Azerbai-
jan. In Azerbaijan where the roots of Customs service dates back to the pe-
riod of the Great Silk Road in order to study the customs’ history researches
are carried out at the Institute of History of the National Academy of Sci-
ences. It was achieved an agreement for joint researches of Azerbaijan and
Vatican scientists in this area, and permission for the researchers to use the
rich archives of the Vatican to carry out scientific research.
Due to the joint researches with Azerbaijan National Academy of
Sciences since 1998, the State Customs Committee continues editions cov-
ering activities in the field of protection of cultural heritage. The book “The
museums on the history of the customs” published in 2010 provides detailed
information about customs museums, their history and activities. The exhib-
its of the museums are accompanied by scientific texts on the history of cus-
toms service. On June 21, 2010, on the initiative of the State Customs
Committee at the main building of the Council of Europe in Strasbourg,
France, was held the official opening of the exhibition “Azerbaijani customs
on guard of cultural heritage”. During the official visit of Russian President
Dmitry Medvedev to Azerbaijan in September 2010, President of
Azerbaijan Ilham Aliyev presented the President of Russia five icons
dated to the nineteenth century. These works tried to be taken abroad ille-
gally from Russia were detected at Azerbaijani-Russian border by customs
inspectors and those who attempted to pass them through the border were
made answerable (Azerbaijan, n.d.). On February 8, 2013 the State Cus-
toms Committee together with the Consulate General of Azerbaijan in Los
Angeles at the event “San Diego meets with Azerbaijan” organized exhibi-
tion in San Diego, State of California “Azerbaijani customs on guard of cul-
tural heritage” and provided with wide information about the history of de-
velopment of customs. During the event, there was a concert of music-jazz
trio of Azerbaijan and American jazz quartet. Thus, the global socio-
political and economic processes put new tasks before the customs services.
And all of these make necessary to improve the customs regulations, to
study Advanced Studies in Science: Theory and Practice and disseminate
the foremost practices of the developed countries in the field of customs,
and to join the international conventions adopted in this area (Guliev,

2013a, pp. 12-13).
The implementation of the following would strengthen the fight
against smuggling of the material and cultural wealth:
- the establishment of customs posts in line with international standards, the
establishment of
relevant laboratories in operating areas of custom houses; the adoption and
implementation of regulatory acts and rules regulating search operations by
the customs bodies;
- the provision of exchange of experience with the customs bodies of the
developed countries,
staff training and refresher courses;
- development of operating instructions and visual teaching aids in
this field, the wide use of teaching modules system;
- to improve the provision of information in the fight against smuggling and
the violation of customs regulations and increasing the number of check-
points in the single corporate networking online.
