3.12FOOD SAFETY, VETERINARY AND PHITOSANITARY POLICY



3.12.1 General Food Safety

In terms of implementing the activities of the Food Directorate, in the period of June and July (2008) the following progress was achieved:

During June and July in respect to the legal framework the following Rulebooks were published in the Official Gazette of the R. of Macedonia No. 78/08:


  • Rulebook on specific requirements on safety of food that contains or is consisted of GMO;

  • Rulebook on specific requirements on safety of food regarding the microbiological criterion;

  • Rulebook on food sampling methods.

Also, a draft Rulebook on special requirements for safety of alcoholic spirits is envisaged and currently within an inter-institutional procedure.


In respect to the strengthening of the administrative capacity, 15 new persons were employed of which 4 were Heads of Area Units for inspectoral surveillance, 8 were State Inspectors for Food with the rank of Adviser, and 3 were junior collaborators. At the moment there are 97 people employed at the Food Directorate. Also, in terms of the Program on equal representation of minorities, 15 new employments were achieved. What's more, 16 new motor vehicles were provided and given to the food Inspectors.

Through DG SANCO, two civil servants were sent for a five day HACCP training in France and Hungary.


In respect to the Collaboration with Commerce, activities for stimulating the implementation of the HACCP system in production and trade with food:

  • Media campaign (promotion of an informative video).

  • Organising three informative round tables on HACCP.

  • Organising 5, two-day, workshops on the HACCP system, free of charge (270 representatives from restaurants and similar facilities in Macedonia)

  • Organising a workshop for the wine-industry with co-financing.

Also, an analysis was conducted based on the information (of a 6 month period) received from the controls of the State food Inspectors, where samples were taken from food, and products and materials coming into contact with food, for laboratorial testing were also taken.


With respect to the inspectorate surveillance on internal production and food trade, with the purpose of implementing the Law on food Safety, Products and Materials Coming into Contact with Food (Official Gazette of Republic of Macedonia 54/02 and 84/07), in June state inspectors for food, conducted 748 controls and as a result thereof: issued 426 decisions for insufficiency; issued 80 decisions for banning; taken were 158 samples for laboratorial analysis; 5 requests for beginning a misdemeanour procedure were made; given were 171 permissions for producing and trade with food; given were 2 certificates for security of food for export; there were 12 interventions on charges filed by citizens.
In July state inspectors for food conducted 527 controls and: issued 461 decisions for insufficiency; issued 68 decisions for banning; taken were 229 samples for laboratorial analysis; 5 requests for beginning a misdemeanour procedure were made; given were 130 permissions for producing and trade with food; given were 7 export certificates for food safety; there were 13 interventions on charges filed by citizens.
In terms of inspection controls on imported food, the following was achieved:

  • In June, 1112 shipments of food from imports were checked, from which 714 samples were taken for laboratorial analysis.

  • In July, 940 shipments of food from imports were checked, from which 460 samples were taken for laboratory analysis.

  • In June, 550 goods and materials which come into contact with food from imports were checked and 219 samples were taken for laboratory analysis.

  • In July, 496 goods and materials which come into contact with food from imports were checked and 147 samples were taken for laboratory analysis.


Veterinary Policy

In respect to the legislative framework, within the Veterinary Directorate the following Rulebooks were published in the Official Gazette of the Republic of Macedonia:



  • Rulebook on method and procedures for import and transit and method and procedures for checks and inspection of consignments of live pet animals not intended either for trade or transfer to another persons accompanying with owner or person responsible and form and content of veterinary health certificate and form and content of the passport (“Official Gazette of Republic of Macedonia” 102/08 of 18.08.2008);

  • Rulebook on method and procedures for import and transit and method and procedures for checks and inspection of consignments of domestic pet animals of birds species not intended either for trade or transfer to another persons accompanying with owner or person responsible and form and content of veterinary health certificate or other accompanying document (“Official Gazette of Republic of Macedonia” 102/08 of 18.08.2008);

  • Rulebook on procedures for HACCP principles to be applied by food business operators and verification method of those procedures by competent authority (“Official Gazette of Republic of Macedonia” 113/08 of 09.09.2008);




  • Rulebook on specific requirements for food of animal origin (“Official Gazette of Republic of Macedonia” 115/08) – this Rulebook is merging the following secondary legislation reported in the NPAA 2008: Rulebook on specific hygiene requirements and official controls of meat and meat products; Rulebook on hygiene requirements for other products of animal origin and official controls; Rulebook on minimum hygiene requirements in manufacturing fish establishments and official controls and Rulebook on minimum hygiene requirements for manufacturing establishments for eggs and egg products and official controls

  • Rulebook on the manner of carrying out the inspection and examination at border crossing of shipments of animal origin carried in as personal luggage of passengers for personal use or for non-commercial purpose Official Gazette of the Republic of Macedonia No.75/08 ;

  • Rulebook on the manner of taking samples Official Gazette of the Republic of Macedonia No. 78/08

  • Rulebook on the microbiological safety of foodstuffs Official Gazette of the Republic of Macedonia No 78/08

  • Rulebook on the manner of carrying out the inspection and examination at border crossing of shipments of animal origin carried in as personal luggage of passengers for personal use or for non-commercial purpose Official Gazette of the Republic of Macedonia No 79/08

Also, there is progress in drafting secondary legislation. The following Rulebooks have been drafted:



  • Rulebook on veterinary border inspection

  • Rulebook on Conditions for import of animals, animal products and by-products

  • Rulebook on conditions and manner of keeping and breeding animals for farming purposes

  • Rulebook on the form, contents and manner of recordkeeping

  • Rulebook on the method of collection and safe disposal of animal by-products

  • Rulebook on technical requirements on the facilities collecting and storage by product from animal origin

  • Rulebook on the special conditions applicable to plants, technical equipment, manner and conditions for performing a certain activity to be fulfilled by oleo chemical plants and plants producing biogas and composting plants

  • Rulebook on the form, contents and issuance of commercial document and veterinary and health certificate for transport of animal by-products

  • Decision determining certain animal by-products as specific risky material in relation to TCE

  • Rulebook on the method of collection, transport and identification of certain categories of animal by-products

  • Rulebook on the specific conditions regarding the facilities, technical equipment, and on the procedures and conditions to be complied with by processing facilities for animal by-products

  • Rulebook on conditions to be complied with by pet food processing facilities and technical plants for animal by-products and on specific technical conditions and procedures for processing, handling, storage and transportation with release to use, import and export of pet food items and technical products made of animal origin by-products

  • Rulebook on special requirements relating to facilities, technical equipment and to the procedure and conditions for performing appropriate activities to be met by processing facilities for category III materials and on special requirements for processed animal proteins and other processed products that may be used as animal feed

  • Rulebook on procedures of official controls for Trichinella spp. in meat

  • Decision on import ban in the territory of Republic of Macedonia and transit through the territory of Republic of Macedonia of live domestic and wild cloven hoofed animals, semen for artificial insemination, ova and embryos, fresh and frozen meat, products, raw materials and waste from domestic and wild cloven hoofed animals.

  • Rulebook on veterinary expenditures;

  • Rulebook on requirements for animal by products importing in, transiting through and exporting from Republic of Macedonia and method and procedure for import, transit and export and form and content of veterinary health certificate;

  • List of contagious notifiable diseases in animals, method and procedure of notification and general measures and procedures for control and eradication against those contagious diseases;


Implementation of the Program for eradication of tuberculosis in sheep and goats, as well as Implementation of the Program for eradication of tuberculosis in cattle, is in progress. Also, the Veterinary administration is in the final phase of drafting a Program for eradication of foot and mouth disease (Contingency plans for control and eradication of foot-and-mouth disease) .


Regarding, strengthening of the administrative capacity of the Veterinary Directorate and Veterinary Inspectorate has employed 11 Doctors of Veterinary Medicine and 15 Veterinary Technicians through part-time contracts.
Since June 2008 the BIP (Border Inspection Posts) software has been in function (at the beginning as a test-version).
In respect to the Identification and registration of animals, the campaign for Identification and registration on small ruminants that started in May 2008 continues within the parameters of its foreseen activities. Also, continuity in the implementation of legal obligations for Identification and registration of cattle continues in the predicted timeframe. Draft outline of Strategy for identification and registration of porcine animals is in process
