Activities for the finalisation of the regional project named Southeast European Climate Change Adaptation Framework Action Plan coordinated by the REC Regional Office in Belgrade in collaboration with REC country office, financed by Norwegian Government are on going.

Delegation from the Ministry of Environment and Physical Planning participated at the Second Consultation Meeting between partners and regions on the UNDP/UNEP Initiative towards Carbon Neutral and Climate Change Resilient Territories, held in Barcelona 16-17 September 2008.


The Republic of Macedonia was granted aid by the Norwegian Government for the implementation of the Bilateral Project under Cooperation Programme: Building local expertise in climate project development in Macedonia.
The MEPP was invited to present national experience in establishing and functioning on Clean Development Mechanism at Investment Conference which will be held in Pristina, October 2008, organised by Energy Community Secretariat.
After adoption of a new measure (introduction of an import permit for new refrigeration equipment) in order to meet newly introduced HCFC restrictions, the action on evidence of HCFCs data has started through conduction of comprehensive survey on HCFCs import, export and consumption in the country. The information will be used as a basis for development of a National HCFC Phase-out Plan (NPP).
A comprehensive ozone depleting substances (ODSs) recovery and recycling (R&R) scheme is established, within the project Terminal Phase-out Management Plan (2005-2009), funded by the Multilateral Fund of the Montreal Protocol. In the reporting period 2 more recovery and recycling equipment were delivered to the service technicians working on servicing and maintenance of the refrigerators and 13 more service technicians were trained in good practice in refrigeration. Besides the permanent monitoring of the recovered and recycled ODS quantities, the Ministry of Environment and Physical Planning continuously monitors the ODSs consumption. This task was extended with detailed survey on HCFCs quantities in order to meet new restrictions adopted on the 19th MOP to the Montreal Protocol (2007). Also, some initial actions on evidence of the CFCs waste were undertaken, but still there are insufficient data to foresee the action model.
27.3. WASTE MANAGEMENT

The amendments of the Law on Waste Management, adopted by the Parliament of the Republic of Macedonia (Official Gazette of the Republic of Macedonia No. 102/2008) introduced a new chapter Criminal Charges in the Law on Waste management. This chapter encompasses 2 criminal acts: for conducting illegal trade with non-hazardous waste a prison sentence of 3 to 5 years is prescribed and for the criminal act purchase of products and materials in general use, a prison sentence of 3 to 10 years is prescribed. If in the perpetrating of these criminal acts an organised group of more than 3 people is involved, the minimum prison sentence that may be determined by the courts is 4 years.


For the purpose of strengthening the administrative capacities in this area, a workshop on “Waste Electrical and Electronic Equipment Management in the EU and possibilities for implementation in Macedonia” was held on 12 of June in Skopje with following participants: representatives of MEPP, Chamber of Commerce, ZELS (Association of the Units of the Local Self-government), public utilities enterprises, companies from the recycling and waste management sector, Customs Administration and other state administrative bodies. This activity was carried out within the Recycling project of the Infrastructure Advisory Program in Southeast Europe of IFC, member of the World Bank Group.
Within the same project, IFC and MEPP on 18 June in Skopje organised round table on “Draft Law on Packaging Waste in the Republic of Macedonia”, with the following participants: representatives of MEPP, ME, MH_Food Directorate, ZELS, public utilities, chambers of commerce, Institute for Standardisation and MAP (Macedonian Association for Products Packaging and Environment Protection).

Series of events under the title “Days of Recycling” within the framework of the USAID project for plastic recycling are taking place in Ohrid from 25 July until 3 August 2008. This activity aiming at raising the public awareness was organised with cooperation of the Ohrid and Struga municipalities, the P.E Ohrid and MEPP’s support.


In the frames of the campaign “Clean Street for All” six announcements for the penalty’s provisions stipulated in the Law of Waste Management related to individual responsibility for waste disposal were published in three daily newspapers in Macedonia.
In the reporting period the Directorate for Environment issued the following permits:

  • 7 Permits for transport of communal and other non-hazardous waste;

  • 13 Permits for storage and treatment of non-hazardous waste;

  • 8 Permits for trade with non-hazardous waste.

  • 3 Permits for import of waste batteries and accumulators

  • 11 Permits for import of waste tires

  • 10 Permits for import of technical goods.



In the framework of implementation of the Public Private Partnership Programme (PPP) on Establishment of a Management System for PCB contaminated electrical equipment supported by the German Government, the Ministry of Environment and Physical Planning/POPs Unit, GTZ as an Implementing Agency and Envio Germany GmbH & Co. KG are organising the Final workshop. The objective of the workshop is to present the activities implemented throughout this PPP Program in the period of one year. The Partnership established in this program was the essential power that led the project to several successful results.

The results gained during the PPP Programme are the following:



  • Introduction of a management system for PCB-contaminated transformers and capacitors in Macedonia

  • Introduction of the relevant stakeholders with the legal obligations arising from the recently adopted Rulebook on the PCB Management (Official Gazette of the Republic of Macedonia, No. 48/2007).

  • Raising Awareness concerning the PCB-problem

  • Development of Guidelines for environmentally sound handling of PCB contaminated equipment and material

  • Formation of responsible contact points in each industrial capacity/installation concerned with the PCB issue to communicate regularly with the MOEPP/POPs Unit and provide useful information for the inventory purposes.

  • Designing of the scheme for Temporary Storage for PCB Equipment

The country office REC in Macedonia, supported by Norwegian Government and MoEPP, started with preparation of pre - feasibility study for integrated waste management for Polog and Strumica region.


27.4. WATER QUALITY

The Law on Waters was adopted (“Official Gazette of the Republic of Macedonia” No.87/2008) and it transposes the following Directives: Framework Water Directive 2000/60/ЕC; Directive 2006/7/ЕC on bathing waters; Directive 91/676/ЕЕC on nitrates; Directive 98/83/ЕC on drinking water; Directive 91/271/ЕЕC on urban and wastewater treatment; Directive 2006/11/ЕC on hazardous substances and Directive 75/440/ЕЕC on drinking water abstraction, also providing the basis required for the adoption of the relevant bylaws.
In September the procedure for nomination of experts for the National Committee for Water has started as well as the procedure for defining the process of transfer of responsibilities and persons from the MAFWE to the MEPP, according to the requirements of the Law on Waters.
A workshop on “Designing Experience in Waste Water Treatment Plants” was held on 17 June in Skopje in organisation of JICA (Japan International Cooperation Agency) and representatives of the City of Skopje and MEPP participated.
In the framework of the bilateral and regional cooperation, on 3 and 4 July 2008 a delegation of the Republic of Turkey, headed by the Turkish Minister for Environment and Forestry, was in an official visit of the Republic of Macedonia. The Ministers of the two countries in charge of environment discussed the preparations for the 5th World Waters Forum and the Ministerial Conference due to take place in Istanbul, Turkey in March 2009, the possibility for developing bilateral projects on water and protected areas management, waste management, separation, storage and recycling, as well as the implementation of the bilateral Memorandum of Understanding and Cooperation, signed in March 2007. In line with the Memorandum, on the first expert level meeting was agreed the cooperation to focus on the sectors for water/waste water and waste management since they are of common interest and priority for the both parties.
A regional Waters Conference took place in Skopje on 3-4 July 2008 in organisation of the Republic of Macedonia as contribution to the preparation of the 3 participating countries (Republic of Macedonia, Turkey and Albania) for the upcoming Word Waters Forum.
From 16 to 18 July 2008, a Capacity Building Workshop on “Integrated Management of Shared Lakes Basins” was held in Ohrid and focused on management approaches for lakes, legal frameworks and the manner of their application in the trans-boundary lakes. The Lake Prespa was a reference for the workshop activities conducted by the participants from Albania, Macedonia, Greece and Montenegro. References were also made to the Lakes Ohrid and Shkoder which along with the Prespa Lake and Drim River constitute the extended Drim River Basin. The workshop strengthened the attitude that by working together, the existing cooperation can be enhanced and the future cooperation can be stimulated.


    The representatives of the MEPP participated on the EEA meeting for emission in water held in Copenhagen, Denmark, 11-12 September 2008.

From 15-18 September 2008 mission was held in Skopje by GTZ experts within the GTZ Project for Advice in implementation of WFD in Macedonia.



27.5. NATURE PROTECTION

In July 2008 the Parliament of the Republic of Macedonia adopted the Law on Proclaiming the Site Kuklica as Monument of Nature("Official Gazette of the Republic of Macedonia " No. 103/2008) .

Public debate was conducted with regard of the Proposal for proclaiming of the locality Alsar for protected area, 13 August, Kavadarci, in organization of MEPP/Administration for environment. On this debate representatives from the Institute of Geography / Faculty of Nature Science and Mathematics, as well as from the Faculty of Mining and Geology- Stip, representatives from municipality of Kavadarci, NGO “Fond for wild flora and fauna”, Media, took part.

Draft version of the Proposal for enacting of Law for proclaiming of the locality of Ploce Litotelm for strict nature protected area, was prepared.

The following trainings took place:


  • Participation in training for biological safety and reaction of epidemics of avian influenza in Macedonia (28 -29.9.2008, Ohrid, Macedonia), USAID project for prevention of pandemic avian influenza.




  • Participation in international meeting in project activities of IUCN: “Collaboration between civil public and the army in promotion for prevention of cross-border zone according to European Green Belt” (21 - 23.9.2008, Skadar, Albania);




  • Participation in workshop for institutional capacity building and planning for management of protected areas in the frame of UNDP/GEF project: “Strengthening the Ecological, Institutional and Financial sustainability of Macedonia’s Protected Area system”

On 26 September 2008 forth meeting of Bilateral Committee of Ohird Lake and Watershed was held between representatives of the ministries of environment from Macedonia and Albania in Pogradec Albania.

27.6. INDUSTRIAL POLLUTION CONTROL AND RISK MANAGEMENT

For the purpose of introducing eco-labelling, a Communication on establishment of eco-labelling scheme for products and services in the Republic of Macedonia was adopted by the Government of the Republic of Macedonia, according to which, the MEPP and the Ministry of Economy are obliged to design incentives for facilitation of the introduction of eco-labelling of products and services in the country, as well as to undertake activities for raising the public awareness on promotion of i.e. green consumption (public campaigns, partial covering of costs for introducing eco-labelling and etc.).


The eco-labelling criteria for detergents for manual dish washing and tourist accommodation capacities were drafted and published on the website of the MEPP inviting the general public and all interested parties, especially the representatives of the consumers, NGOs, SMEs, industry and distributors to submit their comments upon them until 30 of September 2008. At the same time on 11 August, a public consultation procedure with relevant stakeholders has started and its implementation is supported by the Embassy of the United Kingdom in Skopje. The desired goal with this activity is making the eco-labelling a recognizable and effective instrument for decreasing the harmful effects on the environment and improvement of the eco-qualities of the products and services.
According to the schedule for submitting applications for adjustment permits with operational plans to the MEPP, in the reporting period 12 applications for adjustment permit with operational plans for an integrated environmental permit were submitted and 1 A integrated permit with operational plan for Silmak, Jegunovce was issued.
Four public debates were organised by the MEPP with the regard on adoption of eco-labelling criteria for detergents for manual dish washing and tourist accommodation capacities ( 27.08.08 Skopje, 16.09.08 Stip, 22.09.2008 Ohrid, 29.09.2008 Skopje). Within these debates representatives of the consumers, NGOs, trade and industry sector, SMEs and distributors took part. The public consultation procedure was supported by the British Embassy in Skopje.
27.7. CHEMICALS

The project on establishment of the National Plan on SAICM Implementation has started. The activities on national coordination unit are in the final phase. Also, the Annex on Chemical Issues aimed to be added National SDS was drafted. The procedure for establishment of the task teams on different areas related to overall chemical management process is already underway.


Based on the Law on Chemicals, the Draft Rulebook on stipulating conditions for space, equipment and personal needed for obtaining license for trade in dangerous substances and Draft Rulebook on stipulating condition for chemical production were prepared.
27.8. GMO

Currently the MEPP is in a process of establishing two bodies necessary for the implementation of the Law on GMO: National Commission for GMO Management and Scientific Committee for GMO.


Currently, MEPP is in a process of assessing the territories in the Republic of Macedonia which by the Law should be declared as prohibited areas for any activities related to GMO to be carried out within.

The MEPP representatives participated in seminar for risk assessment of Genetically Modified Organisms (GMO), held on 25-26.09.2008, Ohrid.


27.9. NOISE
The following bylaws that transpose part of the Directive 2002/49/EC of the European Parliament and of the Council of 25 June 2002 relating to the assessment and management of environmental noise have been adopted :

  • Rulebook on the application of indicators of noise, additional indicators of noise, manner of measuring the noise and methods for assessment with indicators of environmental noise, (“Official Gazette of the Republic of Macedonia” No.107/2008).

  • Rulebook on locations of monitoring stations and measuring points. (“Official Gazette of the Republic of Macedonia” No.120/2008).


27.10. FORESTRY

The newly adopted Law on Forestry and Hunting Inspection (“Official Gazette of the Republic of Macedonia” No.88/2008) establishes the principles of inspection supervision, responsibilities, organisation of inspection, status, rights and duties of inspectors as well as procedures of inspection supervision, issues which were fragmented and regulated in several different laws before. The law is harmonised with the Law on Misdemeanours.
The Parliament of the Republic of Macedonia in July 2008 adopted the Law amending the Law on Forests (“Official Gazette of the Republic of Macedonia” No.103/2008). With this Law, new procedures for better implementation of the Law on Forests are introduced. Namely, the new procedures are related to better control the illegal forest cutting, by providing stricter monitoring and data keeping in special forms. The manner of providing wood for heating and the manner of cutting the protected trees in the forest and the management of the forest in private property is improved by introducing stricter procedures of control.
The capacities of the Ministry of Agriculture, Forestry and Water Economy were strengthened with training on “Private forestry in the South Eastern Europe Countries”, organised by FOPER (Forest Policy and Economics Education and Research) from 10-13 of June in Belgrade, Serbia.
