tempted  to  play  this  game  in  the  longer-term  context,  one  might  want  to  argue
that in a sense the destructive cycle of 1871–1945 was not ultimately determined
by the long-term patterns depicted above, but rather by the short-term manner of
small-German  unification  through  Bismarck’s  policies  of  ‘blood  and  iron’.  An
alternative  scenario  might  have  involved  a  more  benign  form  of  German
federalism  developing  more  gradually  in  the  context  of  German  economic
unification  in  the  era  of  industrialisation.  Moreover,  it  is  distinctly  unwise  to
adopt too long-term a determination of history: scholars must be able to account,
not  only  for  Germany’s  path  into  Nazi  dictatorship,  but  also  for  its  double
transformation into very different, communist and democratic capitalist, states in
the  post-war  era,  and  its  new  character  as  an  enlarged  Federal  Republic  since
1990.
What of the role of German cultural patterns in political development? These
too  have  often  been  exaggerated  as  factors  in  Germany’s  ‘peculiar’  history.
German  culture  has  presented  an  extraordinary  range  and  potential;  which
features  of  the  cultural  heritage  were  selected,  reinterpreted,  transformed  and
adapted  for  current  concerns  and  endeavours  at  any  given  time  –  and  which
selections were historically dominant – was more a matter of political and social
struggle  than  of  any  ethereal  intellectual  history.  The  ways  in  which  such

processes  operated  should  have  become  clear  again  and  again  in  the  account
presented above.
Every  history  is  a  product  of  the  time  in  which  it  is  written.  Nationalist
histories  in  the  era  of  triumphant  nationalism  were  most  concerned  with  the
problem  of  belated  unification.  Twentieth-century  histories  written  under  the
shadow  of  Hitler  were  more  concerned  with  the  roots  of  malignancy.  In  the
twenty-first century, in an era of increasing European federalism, and sensitivity
to the role of smaller political units and grass-roots involvement, as well as new
tensions and flash points across a global stage, perspectives begin to shift again.
Understanding  of  what  is  meant  by  ‘the  German  problem’  changes,  and  so  too
does what is of interest – and what appears to be ‘peculiar’ – in German history.
The fascinating richness of the German past should ensure that it will continue to
excite interest from a range of perspectives and view-points; and that there will
never  be  any  final  and  ultimately  definitive  interpretation  of  its  complex
patterns, which continue to invite further exploration and debate.

The  field  of  German  history  is  controversial  and  constantly  developing.  The
