The representation of the peoples of Europe in the Parliament is, no doubt, important, but because of its limited nature, it led to the emergence of the “democratic crisis”. The appointment of their representatives by the EU Member States to the European Parliament during the process of economic integration has weakened the Parliament. The EU authorized officials were certainly aware of the fact that the Parliament which was formed through direct elections would have had more (popular) power. After the first direct elections having been held in 1979, the representatives elected by the people of Europe found themselves in EU leadership positions. It has been agreed that from the beginning of implementation of the first direct elections in 1979, political groups would be the main levers of the political parties in Europe. Because of the EU’s institutional dynamics, and particularly because of the fact that the EP does not have authority of supervision over the executive body responsible for the presentation of the reports on democracy, and also regarding the conduct of political groups in the elections and the occurance of the ideological personalities, there is still a big question mark as to whether the genuine European parties will be founded or not. However , it seems that the creation of a party system in the framework of the EP, the core of which consists of a two group system, has already taken place. From the creation of the Single European Act until that of the Treaty of Lisbon VAA Say 2 (9) • 2014 | STRATEJİ TƏHLİL 117 the Parliament has been a ruling body, which has been continuously expanded and developed. In the beginning, the EP had a formal meaning, but today it represents one of the most important organizations in the structure of the EU. To put it shortly, the amount of the party groups in the European Parliament are of a gradual increase and they have a potential to determine the policies of the EU. Представительство народов Европы в парламенте, вне сомнения, имеет важное значение, но в силу своего ограниченного характера оно привело к появлению “демократического кризиса”. Назначение своих представителей государствами-членами в Европейский Парламент во время процесса экономической интеграции ослабило Парламент. Упол- номоченные лица ЕС были безусловно осведомлены о том, что, парла- мент, сформированный посредством прямых выборов обладал бы боль- шей властью. После проведения первых прямых выборов в 1979 году, представители, избранные народами Европы оказались на руководящих постах ЕС. Их назначение стало показателем открытости Парламента, на который, в свою очередь, возлагались большие надежды. С началом проведения прямых выборов в 1979 году, было предусмотрено, что пар- тийные группировки будут основными рычагами политических партий Европы. Будут ли созданы подлинные европейских партии или нет - яв- ляется вопросом, на который нет ясного ответа из-за институциональной динамики ЕС, в первую очередь в силу того, что ЕП не обладает полно- мочиями надзора над исполнительным органом, который ответственен за представление демократических отчетов, а также по причине поведения партийных групп на выборах и возникновения личностей с определен- ной идеологией. Несмотря на это, возникновение партийной системы в рамках ЕП, ядро которой состоит из двухгрупповой системы, похоже, произошло. Парламент, начиная с Единого Европейского Aкта и заканчи- вая Лиссабонским договором ЕП был ведущим органом, расширился и развивался в течение всего этого периода. Первоначально ЕП имел фор- мальное значение, однако сегодня он является одним из самых важных органов власти в структуре ЕС.
