In consequence of a statement made by
the Minister of Mineral and
Energy Affairs, Mr G. Bartlett, on 28 MAY 1993, you deemed it
expedient to appoint a commission of inquiry into safety and health
in the mining industry, hereinafter referred to as "the Commission",
consisting of the following members:

ALBERT WILLIAM DAVIES
MIKLOS
DEZSO GYORGY SALAMON
JOHN CAROL ANTHONY DAVIES
and with the following terms of reference as published under
Government Notice R.889 of 6 May 1994:
To investigate all aspects of the legal regulation of health
and safety in the mining industry as defined in the Minerals
Act, 1991 (Act No 50 of 1991)
To make recommendations to the State President on improvements
to the existing regulations and implementation thereof in the
light of the circumstances prevailing
in the industry and of
international standards.
The Commission undertook and discharged its assigned task to the best
of its ability.
We, the undersigned, have the honour to present herewith the
Commission's report together with its recommendations, a summary of
which is given in Chapter 12.
