amended, Johannesburg Roads Agency proposes the construction of storm water system in Zandspruit as well as installation of 
one discharge point.  An Environmental Authorisation and Water Use License should be obtained from the relevant authorities 
before activities commence. The relevant listings are as follows:
National Environmental Management Act, 1998 (Act No. 107 of 1998): 
· Listing Notice 1, Activity 19 - The infilling or depositing of any material of more than 5 cubic metres into, or the dredging, 
excavation, removal or moving of soil, sand, shells, shell grit, pebbles or rock of more than 5 cubic metres from- a watercourse
· Listing Notice 3, Activity 19 - The clearance of an area of 300 square metres or more of indigenous vegetation except 
where such clearance of indigenous vegetation is required for maintenance purposes undertaken in accordance with a 
management plan (c) Gauteng (ii) Within Critical Biodiversity Areas of Ecological Support Areas identified in the Gauteng 
Conservation Plan or bioregional plan.
· Listing Notice No 3, Activity No 14 - The development of (x) buildings exceeding 100 square metres in size; (xii) infrastructure 
or structures with a physical footprint of 100 square metres in size where such development occurs © within 32 metres of a 
watercourse, measures from the edge of a watercourse. © Gauteng (iv) Sites identified as Critical Biodiversity Area or Ecological 
Support Area (ECAs) in the Gauteng Conservation Plan or in bioregional plan
National Water Act, 1998 (Act No. 36 of 1998) for water use as defined in Section 21 c and i: Section 21, Activity C - 
Impeding or diverting the flow of water in a water course; Section 21, Activity I - Altering the bed, banks, course, or characteristics 
of a watercourse. This includes altering the course of a watercourse.

LOCAL AUTHORITY NOTICE FOR THE REMOVAL OF RESTRICTIONS BY REZONING ERF 3726 BENONI EXT 10 
TOWNSHIP 
It is hereby notified in terms of section 6(8) of the Gauteng Removal of Restrictions Act, 1996 (Act 3 of 1996), read together 
with SPLUMA (Act No. 16 of 2013), that the City of Ekurhuleni Metropolitan Municipality has approved the amendment of the 
Benoni Town Planning Scheme, 1947 by rezoning of Erf 3726 Benoni Extension 10 Township from “Special Residential” with a 
density of one dwelling per erf to “Special” for professional/administrative offices, training and testing facilities related to the main 
use, subject to conditions; AND that conditions (c), (g), (h) and (i) from Title Deed  T8214/2013 be simultaneously removed.
The amendment scheme documents will lie for inspection during normal office hours at the offices of the Head of Department: 
City Planning, City of Ekurhuleni Metropolitan Municipality, and at the offices of the Area Manager: City Planning Department, 
Benoni Customer Care Area; as well as at the Gauteng Provincial Government, Office of the Premier, Gauteng Planning Division.
This amendment scheme was previously known as Benoni Amendment Scheme 1/2377 and is now known as Ekurhuleni 
Amendment Scheme B0210. This Scheme shall come into operation from date of publication of this notice.
