Geographical position, territories and lands

The city of Yessentuki is located in Southwest part of Stavropol Krai, in a zone of formation of mineral waters. The resort is on 44˚22ˊ of a northern latitude and 60˚31ˊ of east longitude.

Yessentuki is located in a foothill strip of the North Caucasus at the height of 600 meters above sea level. The land relief represents the hilly treeless plain which in places is cut up by small beams on valleys of the rivers.

Soils are presented by chernozems with loams of quarternary system.

Administrative borders of the city are defined by highways: Kislovodsk - Pyatigorsk in the north, Kislovodsk – Mineralnye Vody in the West, in the east the border passes in the region of the overpass through the railroad, the southern border – river Podkumok.

The area in the specified borders makes 5426 hectares. On earlier developed use order, the right-bank region of river Podkumok, the so-called farm Cheerful and pastures in ultraboundary use adjoins to the city.

The coat of arms and flag of the city of Yessentuki were approved by the decision of Council of the city of Yessentuki of December 27, 2005 No. 11 "About official symbols of the city district the resort town of Yessentuki" (with changes of November 28, 2006 No. 131) are also official symbols of the resort city as independent municipality.

The coat of arms is made by rules and traditions of heraldry,

also reflects historical, cultural, social and economic, national and other local traditions.

Territorial self-government
According to the Federal law of October 06, 2003 No. 131-FZ "About the general principles of the organization of local government in the Russian Federation", the order of the government of Stavropol Krai of October 21, 2009 No. 380-rp

The decision of Council of the city of Yessentuki of September 26, 2006 to No. 105 has established borders of territories on which territorial public self-government is carried out (further - TOS) in the city of Yessentuki, borders of the district of TOS accurately coincide with borders of deputy districts.

TOS represents the interests of the population living in the respective territory.

Bodies of TOS are involved in improvement of the city, to the organization of leisure of the population for the residence, in law enforcement. For the purpose of identification of violations of improvement, such as: the spontaneous dump of garbage, a contamination sornyakovy plants, inadequate a condition of building sites, chairmen of TOS, according to the schedule, carry out city detours. For carrying out this work the City administration gives help in interaction coordination with local police inspectors, department of ecology and environmental protection, representatives of architecture and town planning, provides transport, garbage-disposal equipment. TOS take active part in involvement of citizens to city community work days, initiate their carrying out in separately taken yards and streets.

Chairmen of body of TOS will organize meetings of citizens on the residence with representatives of administration and deputies of Council of the city.

The indicator of efficiency of TOS is an increase of level of civil and social activity of the population. And without this work society can't develop, move forward.

Population of the city at the beginning of 2011 taking into account results of the All-Russian population census of 2010 makes 101,1 thousand people, men - 45,1 thousand persons and women – 56,0 thousand persons. According to an assessment of population of the city

Strategik planing
The system of strategic planning is a fundamental factor in the solution of the social problems providing creations of new quality of life of the population of the region, formation of competitive economy and its balanced development.

According to realization in the territory of municipality of the Federal law of June 28, 2014 No. 172 – Federal Law "About Strategic Planning in the Russian Federation" the City administration is developed and approved January 12, 2015. The plan of preparation of the documents of strategic planning provided by the Law, containing terms of development and the approval of documents of strategic planning.

Yessentuki of 31.07.2015 No. 2036 is approved by the resolution of the City administration in the new edition the Plan of preparation of the documents of strategic planning provided by the Federal law of June 28, 2014 No. 172 – Federal Law "About Strategic Planning in the Russian Federation" on municipality the city district the resort town of Yessentuki (further – the Plan of strategic planning of the city of Yessentuki). The plan of strategic planning is staticized by the resolution of the City administration Yessentuki of September 02, 2015 No. 2184 "About modification of the resolution of the City administration Yessentuki from 7/31/2015 No. 2036 "About the approval of the plan of preparation of the documents of strategic planning provided by the Federal law of June 28, 2014 No. 172 – Federal Law "About strategic planning in the Russian Federation" on municipality the city district the resort town of Yessentuki" (further – the plan of strategic planning.

For the solution of social and economic problems of municipality the city district the resort town of Yessentuki it is developed and approved as the decision of Council of the city from 12/21/2009 year the No. 137 Strategy of Social and Economic Development Yessentuki for the period till 2020. Decision of Council of the city of Yessentuki from 8/13/2011 years No. 85 changes are made to Strategy of social and economic development of the city district the resort town of Yessentuki till 2020 and for the period till 2025. Now work on correction of strategy of a social and economic development of the city with extension of validity period till 2030 is conducted.

Strategy defines prospects of development in the most important priority for the city branches for increase of his competitiveness, search of new approaches and decisions, studying of the best experience of other cities, developments of creativity, enrichment by knowledge is incentive for city community of a message.

Strategy represents complete system which includes: mission, purposes, tasks, priority directions and mechanism of realization economic and social policy till 2020 and for the period till 2025, taking into account accepted and the developed programs, concepts and actions of social and economic development at the different levels of management.

For 2015 in the territory of the city of Yessentuki was implemented 11 municipal programs including 32 subprogrammes directed on a development of education, road network, traffic safety, development of housing and communal services, culture, realization of youth policy; physical culture and sport; provision of housing for young families, small and medium business, improvement of investment climate, development of the resort and tourism, consumer market and consumer services of the population; support of the Cossacks;

on prevention of neglect of minors and offenses;

on counteraction to abuse to drugs and their illicit trafficking; decrease in risks and mitigation of the consequences of emergency situations of natural and technogenic character; energy saving and increase of power efficiency, and also ensuring fire safety.

The most part of expenses of the local budget from the general financing of programs is directed to realization of the main actions preschool, the general and additional education of the municipal program "Development of Education of the City of Yessentuki for 2015-2017" also makes 56,7%.

The existing municipal programs are directed to improvement of quality of life of residents, creations of favorable investment climate, for development of tourist and recreational and social infrastructure of the city, new production capacities according to Strategy of social and economic development of the city district the resort town of Yessentuki till 2020 and for the period till 2025.
