to be insurmountable problems.
It was easy enough to desire a united Germany in principle; it was infinitely
harder to define the boundaries of this Germany in practice. There were three
areas where the nationality issue proved problematic. The first was of course
Austria, where the key issue hung on whether those parts of the Habsburg
Empire which were part of the German Confederation (and previously the Holy
