trainers
provided
an
excellent opportunity for
participants to define the
mission of their organizations, their vision, structure, strategic goals and objectives with subsequent
presentations and discussions. Learning of the strategic planning process included the issues of
defining financial expenses, time frame, people involved and final product format. Much attention
was devoted to tools for internal and external environment analysis.

As the result of obtained knowledge and consultations of hired experts, 95% of Level-2 CSOs have
developed strategic plans, which will contribute to organizations' effective work, its sustainability.
CSOs' staff better understand organization's mission, it's goals and objectives.

f) CSO Accountability Training

Accountability trainigs were conducted on the following dates:

37 Level-2 CSO representatives participated in the trainings. It was
very interactive. Besides theory, there were a lot of team-work, group
work, discussion, activation games. The training started with finding
out expectations of participants and pre-training questionnaire survey,
which showed that the participants have tenuous understanding of
accountability principles. The trainers presented
material on the concept
of accountability, levels of accountability, principles and types of
accountability, systems and channels of CSO accountability. As the result of the training
participants understood the meaning of accountability for organization, its importance for
communication as well as reporting framework to the beneficiaries. All training participants
received recommendations from trainers for developing accountability within the organizational
development.
Pre- and post-training questionnaire survey showed
that the participants understood the concept of
accountability and its importance for organization's
activity. However it does not mean that they will
feel comfortable to apply all these principles in their
work due to the lack or shortage of habits to be
transparent and share information. Some of the participants openly expressed their concern about
disclosure of organization's financial situation. Therefore it is one of the challenges for the Program
to work with CSOs in order to promote their openness and transparency. All OD trainings provided
to rural CSOs, installation of 1C accountancy system, development of internal policies and
procedures with the assistance of hired consultants and Bereke and ECOCENTER teams within
their OD projects will definitely contribute to meeting the challenge. And the first evidence of the
CSOs transparency have appeared as some of them replaced members of governing bodies,
substituting them by the most active leaders of community and developed policy regulating the
work of governing body; other CSOs have produced annual reports and other informational
material, which displays organizations' activity.
