d) Accounting, Taxation and Office Records Management Training
Accounting, Taxation and Office Records Management Training
was provided by Natalya Yantsen for 38 heads and accountants of
the Level-2 CSOs on April 14-15, 2016 in Karaganda and on April
18-19, 2016 in Shymkent. It was a hand-on training, the trainer
utilized various teaching techniques such as lecture, discussions,
brain-storming, individual calculations, considering practical
situations and issues the participants had often come across with.
The training participants learned Kazkhstani legislation regarding
the tax treatment of CSOs, types of income in CSO, submission of
financial statements and tax reports to relative state departments,
they obtained knowledge on all kinds of CSO income, for which
there are tax incentives, and how to execute them correctly to avoid
the claims of tax authorities, developed skills in completing the
expense receipts and their reflection in accounting, got understanding how to draw up reports and
how to prepare internal documents, obtained knowledge of all benefits for CSOs with regard to
personnel, and tax calculation skills and wages, learned how to properly execute the civil and legal
contracts and to tax individuals.
Pre-training questionnaire survey displayed the average level of participants' knowledge of
accounting and taxation of non-commercial organizations ranged from 1.8 to 3.7.
Post-training questionnaire showed that the level of knowledge has significantly increased,
ranging
from 3.3 to 5 (maximum).
On-line consultations on preparation of project intermediate
financial reports have shown that the organizations have
significantly improved their accounting system due to utilization
of 1C accounting system, development of organizational
policies and procedures as well as knowledge and skills aquired
at the Accounting, Taxation and Office Records Management
training.
"The innovation of the year 2016 regarding the
requirement to provide information for unified NGO
database led us into a deadlock. We did not have a
clue of what type of information had to be
submitted by us, how to properly show the sources
of corporate property formation, calculate the
sources of financing for organization’s activity and
areas of spending, and etc. Despite the various
consultations and webinars aimed at explanation of
all unclear areas, we filled all of these items at our own risk. The unique
opportunity to consider the relevant issues in detail, in a step -by-step manner,
followed by discussing difficulties and specifics of accounting and taxation in non -
governmental organizations was provided to us while participating in the training
conducted by Nataljya Yantsen. The training was very successful as all of the
raised issues were completely practical and taken from our worki ng experience.

36 Level-2 CSO representatives participated in the trainings. During the
two days, trainers and participants were involved intensively in the work
directed at the development of strategic plans of organizations.
