make amendments and additions into the grant contracts in the section for the recipients
responsibilities regarding requirements for the time terms, quality and quantity of
documentation
obligatory for provision;
devote more time at the orientation meeting to training rural CSOs on the program and financial
reporting according to the Program requirements. Develop detailed reporting guidance on the
Program requirements.
As the result of implementation of community development projects by the Level-1 CSOs and
reporting two rural CSOs in the central region and one in the southern region have been replaced
due to the following reasons:
PF "Yertagy" from Ulytau rayon of Karaganda oblast is going to suspend its activities due to
the health issue of the leader so the further participation in the Program could not be possible;
A rather strong CSO PA "Meirimdi zhurek" located in Zheskazgan city, which has successfully
implemented their first project, has just experienced personnel drain that resulted in the fact
that the leader of organization refuses to be the part
of the Program;
PA "Returnee and Labor Migrant" from Merke rayon of Zhambyl oblast, despite of many
consultations and assistance received from the Program staff while implementing the project,
hasn’t displayed any improvements in timely submission of both program and financial
documentation, continued making the same mistakes.
The above-mentioned organizations have been substituted by the following rural CSOs:
Akmola charity public association "Health and Sport" from Shortandy rayon of Akmola oblast;
Public association "Social support "Ayaulym" from Zhezkazgan city of
Karaganda oblast;
Youth public association "Paryz-Merke" from Merke rayon of Zhambyl oblast.
The selected rural CSOs were identified according to the scores they reached during the first CSO
selection process at the initial stage of the Program. Moreover,
these organizations are active, have
ongoing projects and carry out different activities. Some of them have experience working with
other international donors.
5. Trainings and technical assistance provided to Level-2 CSOs
a) Organizational Development Assessment
OD assessment of Level-2 CSOs was conducted by external evaluators:
Central region – Ludmila Kurtavtseva – 8 CSOs and Sergei Gulyayev – 2 CSOs.
Southern region – PA "Support of Initiative" – 10 CSOs.
All experts utilized an assessment tool, grading on a 4-point scale six spheres of organizational
development, elaborated by Counterpart International.
As a result of assessment two Level-2 CSOs – PA "Convicts Rehabilitation Center" from Zhambyl
oblast and PA "Balkhash Ecocenter" from Karaganda oblast – have been shifted to the 1-st level.
According to the decision of the project staff, PA "Otandastar" from Zhambyl oblast and PA
Center
of Development and Social Assistance to Public "Moi Dom" from Karaganda oblast have been
shifted to the second level. PA "Otandastar" and PA "Moi Dom" have undergone OD assessment
conducted by the relevant project staff.
Assisted by engaged experts all rural CSOs were able to develop OD action plans, on the basis of
which they would have an opportunity to implement OD projects in the framework of the
"Partnership for Development and Prosperity" Program.

b) Call for Proposals for Organizational Development Grants
On December 25, 2015 PA "Bereke" launched Call for Proposals for Organizational Development
grants among Level-2 CSOs in the framework of the "Partnership for Development and Prosperity"
Program. Guidelines for grant applicants and Application Form were sent to 20 Level-2 CSOs via e-
mail. The deadline for submitting applications was January 20, 2016.
c) Providing Grants for Organizational Development to Twenty Level-2 CSOs
It was decided at the semiannual meeting of Program partners that Bereke relevant staff would
review OD proposals submitted by Level-2 CSOs of the central region while ECOCENTER staff
would review proposals of southern region CSOs. By January 20, 2016 all Level-2 CSOs submitted
their proposals for OD grant. According to the Bereke Program Proposal all 20 initially selected
Level-2 CSOs should be awarded grants ($4,000 each) for their organizational development. The
proposals for organizational development grants have been based on action plans elaborated in
accordance with the results of the conducted OD assessment. Two Expert Committees created from
Bereke and ECOCENTER staff members reviewed the proposals and made their recommendations.
The CSOs revised their proposals according to the provided recommendations and introduced
necessary changes. All 20 proposals were submitted to USAID for approval. Once the proposals for
OD grants were approved by USAID Bereke started the granting process.
Orientation meeting with signing Grant Agreements
with the Level-2 CSOs was held in Karaganda on
