g) Accounting, Taxation and Office Records Management Training  
Almost all Level-1 CSOs did not have accountants in their organizations and hired them by the time 
they  got  community  development  grants.  The  CSO  leaders,  who  were  usually  responsible  for  the 
work of accountants did not have professional knowledge and skills which resulted in the fact that 
most of them faced difficulties dealing with reporting to governmental financial bodies and donors. 
As  for  the  newly  hired  accountants  they  came  mostly  from  commercial  sector.  Therefore,  the

Accounting,  Taxation  and  Office  Records  Management  training  was  very  vital  and  important  for 
them. 
Accounting,  Taxation  and  Office  Records  Management  trainings  for  the  Level-1  CSOs  were 
conducted  on  April  19-20,  2016  in  Karaganda  and  April  26-27,  2016  in  Shymkent.  Galiya 
Alpysbayeva,  who has  12  years  experience of working as  an accountant and 7  years of them as  a 
CSO accountant,  conducted a training for 20  Level-1 CSOs of the Central  region,  which received 
grants. Zhanat Saparzhanova, who worked for Development via Regional Cooperation Program in 
Kyzylorda city during which she gained excellent financial management and accounting skills and 
moreover has a good command of Kazakh language which is highly important for the southern area 
was selected as a trainer for the Level-1 CSOs of the southern region. 
 
39  CSO  leaders  and  accountants  participated  in  it.  Almost  all  of  them  admitted  that  the  level  of 
preparation  of  internal  organizational  and  administrative  documents  (orders,  regulations,  policies 
and  procedures),  forming  and  submitting  financial  statements  and  tax  reports,  execution  of 
employment  relations,  payroll  accounting  and  wage  payment,  drafting  labor,  business,  civil  and 
legal contracts, conclusion of individual labor contracts, preparation of the annual report, etc. was 
insufficient.  The  trainers  in  both  regions  paid  much  attention  to  these  issues.  There  were  a  lot  of 
practical  assignments  which  included  calculation  of  individual  income  tax,  corporate  income  tax, 
social tax, social tax deduction, pension contributions. Each participant had an opportunity to fill in 
the main tax forms 200, 210, 130 and 100. 
The  training  participants  were  provided  with  very  helpful  handouts  including  templates  of  labor 
contracts,  agreements  for  the  provision  of  paid  services,  timesheets,  etc.  Utilization  of  these 
materials and knowledge and skills  gained at  the  training have  contributed to  the improvement of 
accounting  system  as  well  as  financial  and  administrative  management  of 
Level-1 organizations. 
"PA  “Zhalynda  Zhastar”  has  got  an  opportunity  to  implement  a 
project aimed at promotion  of Kazygurt village youth.  The critical 
social  work  carried  out  by  rural  CSOs  is  often  being  complicated 
by  the  lack  of  awareness  on  specifics  of  accounting  in  a  non -
