Objective 2. Strengthen cooperation between CSOs, local government, the media and private
sectors, in order to carry out joint activities for solving community problems
1. Meetings with Oblast and National Level Government Authorities
In order to engage and inform respective key stakeholders Project respective staff held initial
meetings with a wide range of local government officials including internal policy department
officials of project target oblasts and rayons as well as leading oblast level CSOs that are working
on rural CSOs development to increase their knowledge about the project and to gain their support.
The meetings on the oblast level were held according to the following schedule:
September 4, 2015 – Head of SKO Internal Policy Department, Bolat Tolegen;
September 8, 2015 – Deputy Head of Karaganda Oblast Internal Policy Department, Nurlan
Bekenov;
September 9, 2015 – Head of Akmola Oblast Internal Policy Department, Gulzhanar Shukeyeva;
September 14, 2015 – Head of Zhambyl Oblast Internal Policy Department, Rakhiya
Turmakhanbetova.
The current environment rural CSOs exist in, the number of CSOs in the area, the level of their
institutional and organizational development, state social contracting and possibilities to partner
within the rural CSO development Project have been discussed. All Government representatives
expressed an acute necessity to develop rural CSOs and the timeliness of the Project in this regard
and displayed their willingness to provide support to the project activity. However, the Head of
Akmola Oblast Internal Policy Department Ms. Gulzhanar Shukeyeva requested a letter of support
for the Project issued by RK Ministry of Culture and Sports.
Therefore, on September 11, 2015 Bereke and ECOCENTER leaders had a meeting with the Head
of CSO relations Department of Ministry of Culture and Sports, Mr. Tolegen Kadralinov. The
participants of the meeting discussed the current draft law regarding CSOs activities and found a lot
of common ground like working on rural CSOs accountability, developing their PDM and writing
proposals skills, etc. which would be beneficial for both: CSOs and Government in the framework
of new legislation. Mr. Kadralinov expressed a great interest in the Project and promised his
support.
Meetings with leading oblast level CSOs, working on rural development took place in September:
- Sharipbek Zhamalbek – President of South Kazakhstan Oblast Civil Alliance,
- Ainur Zaurbekova – Association of Zhambyl oblast CSOs,
- Zaiyr Yuldash – Zhambyl Oblast Civil Alliance,
