- Galina Shevareva – Head of Akmola Oblast Civil Alliance,
- Darya Valitova – Head of Akmola Oblast Civil Alliance.
All these organizations are working on rural CSOs development in the respective region. The
meetings with the Heads of these organizations were designed to identify the most active rural
CSOs of the region, recognize existing local resources and possibilities of collaboration.
Meetings with Rayon Level Government Authorities and Rural CSOs were arranged by Project
Partners PA "Bereke" and PA "ECOCENTER" in September-October 2016 in order to inform
respective key stakeholders about the launch of PDP Program and conduct a questionnaire survey
among rural CSOs for participating in the Project.
In total 323 people participated in the meetings, representing CSOs, LG, Mass Media and
Community informal leaders.
2. Creation of Project Management Committiees (PMC) for development, implementation
and maintenance of community projects (CSOs-1, Round 1)
During the development of the community development projects Rural CSOs of the 1-st level
facilitated the election of Project Management Committees, representing various community
stakeholders, which assist CSOs with project development, implementation, management and
monitoring. Analysis of the composition of PMCs in 20 target rural communities the following data
has been generated:
PMCs include 144 people in total, 38% of them are
representatives of LG and relevant government agencies
(Health, Education, Employment and Social Affairs, etc.),
23% - CSO representatives, 20% - informal community
leaders, 11% - local business representatives, 8% - Mass
Media representatives. The statistics demonstrates that LG,
rural CSOs and community leaders express significant
interest in solving social issues raised within community projects.
3. Implementation of community projects by rural CSOs – Successful examples of
collaboration with Local Government, Businesses and Mass Media
While addressing social issues in the framework of community development projects rural CSOs
collaborated with various community stakeholders including local government, business firms,
Mass Media and other interested parties.
The following are the examples of effective social projects:
With local authorities:
Public Association of Disabled "Bolashak", Akmol village, Tselinograd rayon, Akmola oblast
As a result of the project implemented by PAD
"Bolashak" 30 people with disabilities have obtained
knowledge and skills on computer literacy which
they currently apply. For example, two participants
(Group 1 disability) have taken up employment. The
project has shown positive results and the local
authorities have expressed their interest in
replication of the project in other rayon rural areas. Moreover, they offered to introduce new forms
of learning, where unemployed and socially vulnerable population get access to training and
subsequent employment.
PA "Ulagat", Shet rayon, Karaganda oblast
PA "Ulagat" organized Festival of Koumiss with support of Shet rayon
akimat and local farmers. In comparison with other neighboring
rayons, there is low level of entrepreneurial activity in Shet rayon.
Production and selling of koumiss is one of the realistic opportunities
for running a business.
With the support provided by local Akimat, the event with participation of over 600 people has
been organized at a very high level. Akimat has provided 500 litres of koumiss. The Festival was
conducted for a charitable cause to provide help to low-income population.
PF "Omir", Turgen village, Arshaly rayon, Akmola oblast
Strengthening cooperation of PF "Omir" with local authorities,
entrepreneurs and population allowed to continue the work of a
youth summer camp with financial support of local businesses.
Akim of Turgen village helped to organize security of a camp,
entrepreneurs covered transportation expenses and purchased
additional equipment, parents provided firewood and fruits.
With business structures:
PA "Zaman Zhargysy", Zhezkazgan city, Karaganda oblast
The project implemented by PA "Zaman Zhargysy" helped to
establish contacts with city entrepreneurs who provided a premise
for a club for free, costumes for the contest, prizes for winners. As
a result of the conducted activities for women the drastic change
in their behavior took place. They are more confident now and
know how to raise the acute issues of the community and identify
ways of solution. The contribution of entrepreneurs to the project has been increased for 540,000
KZT.
PF "Baldauren", Izhevsk village, Arshaly rayon, Akmola oblast
The organization had drawn the attention of local government,
businesses and CSOs to the youth problems via conducting
information campaign. In the framework of the community
project, they were able to mobilize local businessmen, school
leadership, parents of school children for creation of
information-culture club for the Izhevsk village and Vishnevka
station youth. Necessary repair works have been carried out
using national Program "Development of Regions" funds in the
amount of 748,000 KZT, and 98,000 KZT have been alloted
by Arshaly rayon Department of Education for installation of
LED-based lighting in the premise.
As a result, the youth have gained an opportunity to spend their leisure time in well organized
conditions which definitely brings to favorable situation in a rayon thus leading to sufficient
decrease of risk behavior.
Sarysu Rayon Branch of National Public Association "Veterans' Organization", Zhambyl Oblast
facilitated opening of special wards for veterans with disabilities in
various departments of a district hospital where they can get free
medical service. This became possible as a result of built partnership
with Local Akimat and Rayon Health Department. Local
businessmen have equipped the wards. As a result, 52 veterans with
disabilities have undergone medical examination and received qualified consultations by doctors.
Eleven veterans have obtained in-patient treatment in a specially established ward and improved
their health; another 103 people have received necessary medical care.
