Thus, after "Gender Equality and Human Rights" training conducted by Margarita Uskenbayeva for
Level-1 rural CSOs of the Southern region in December 2015, she invited some training
participants to take part in another training "Local Budget Analysis in the Context of Women's and
Girls' Interests and Needs" which was carried out in Shymkent on May 11-13, 2016 within
"Analysis of Public Budgeting Compliance with Interests of Girls and Women" project, financed by
National Democratic Institute. Seven of Program partner rural CSOs participated in the training
alongside with members of Parliament, rayon and oblast Maslikhat deputies, CSO and Mass Media
representatives. The objective of the training was to present to participants the information that
local development programs should be based on gender approach, considering gender as economic
and social category, providing analysis of development issues and planning activity in view of
gender factors. Link reference:

To develop practical skills training participants
were later suggested
to analyze local budgets with regard to interests and needs of girls
and women. The research conducted by PA "Zhalynda Zhastar" in
Kazygurt rayon has become the most successful and effective. The
survey conducted showed that population has access to potable
water only several times per week and even more rarely during heat
waves. A thorough analysis revealed that 6143 women living in
Kazygurt village lack potable water and clean water for housekeeping activities as a daily reality.
Therefore, it is clear that the need for water by women was not taken into account when allocating
budgets. This information was provided to Margarita Uskenbayeva, who sent a formal written
request to Irina Smirnova, Deputy of Mazhilis of the RK. It had a positive effect, and the problem
has been partially solved.
2. Youth Summer Camps for Volunteers of Level-1 & 2 CSOs
One of priority objectives of "Partnership for Development and Prosperity" Program is
strengthening the capacity of target rural CSOs. In order to work effectively rural
CSOs should have
trained and motivated staff. Limited access to resources, financial instability of rural CSOs result in
personnel drain. This issue can be partly resolved by involving volunteers.
Therefore, two youth summer camps for volunteers of target Level-1&2 CSO have been organized
within PDP Program. The Camps took place in “TAU SAMALY” Recreation Centre, Nysanbek
village, Tolebi rayon, South-Kazakhstan Oblast on July 18-22, 2016 for volunteers of Zhambyl and
South Kazakhsta oblasts and in "Alma-Ata" hotel, Burabay village, Akmola oblast on July 15-20,
"Youth Camp participants have not just learned how
to use gadgets, but in a short period of time they
were able to create their own videos and via
produced videos they managed to communicate
their main ideas. Viewing of movies, created by
participants, became the real sensation; both
participants and trainers were overwhelmed with
emotions. It was made really professionally".
Gulnar Bekenova, trainer.
"The summer camp was one of the brightest events in
my life! It was very useful, I came back home full of new
ideas of how to strengthen our organization's work
regarding the support of children from low-income
families. Most of the plans have come true: w e have
created our page on Facebook, have made a video on the
importance of pre-school education, we participate in
grant competitions of various funds, and at present we
are working on opening a social enterprise". Takhmina
Adilova, training participant.
