The table displays that most rural CSOs do mainly operational planning. The organizational
development assessment of Level-2 rural CSOs, conducted in November – December 2015, showed
that most of them even do not have strategic plans, the plans that they consider to be strategic are
operational ones. Almost all of them have implemented at least one project (in many cases it was
just an event).
Regarding funding of their activities CSOs of Karaganda and Zhambyl oblasts receive more
funding in the framework of SSC which can be explained by the fact that this type of funding is
allocated in all rayons of these oblasts. As for Akmola and South Kazakhstan oblasts
SSC is utilized
only in some rayons and the amount of allocated funding is smaller compared to Karaganda and
Zhambyl oblasts. Some rural CSOs have obtained funding from International donors, however they
received it in most cases not directly from donors but via national or oblast level organizations.
Only few rural CSOs have participated in grant competitions of International organizations.
A
number of rural CSOs had received grants from local funds predominantly from Public Fund "Bota"
which actively supported rural CSOs in 2010-2014.
Regarding rural CSOs' human resources it can be seen from the table that most CSOs have less than
3 people in their staff. It should also be added that
in many cases CSOs are represented by only a
single leader.
According to the answers more CSOs of Akmola, South Kazakhstan oblasts have or rent offices
compared to CSOs of Karaganda and Zhambyl oblasts. Actually, in many cases offices are located
in a leaders' house.
Regarding the office equipment, CSOs of SR are least equipped compared to CR CSOs.
It is clearly seen from the table that rural CSOs relatively closely collaborate with LG, Mass Media
and other CSOs. Though the collaboration is limited to participation in single, minor-impact events.
Involvement of local businesses in CSOs' social projects is rather weak.
Based on the questionnaires analysis, the Program reaffirmed its objectives that are concluded in
providing rural CSOs with access to education, information and financial support of their activities.
Alongside with increasing institutional and organizational capacities of rural CSOs, collaboration
with LG, Mass Media, Businesses and other CSOs should be put on systematic basis. This should
be accomplished by implementing phased support services, trainings, workshops,
study tours, onsite
consultancies and hands-on projects, which would make a direct contribution to the sustained
professional development and self-sustaining organizations and communities that can enact social
initiatives.
3. Target Rural CSOs Selection
All completed questionnaires were sent to members of Selection Committees who evaluated them
according to the developed criteria by scoring. Meetings of Selection Committees were held on
October 19, 2015 in Shymkent for SR and October 20, 2015 in Karaganda for CR. At the meetings
the scores given to each CSO by evaluators were entered into a summary table. The top 50 CSOs in
each region (100 in total) have been selected to participate in the Program.
Selection Committees have divided 100 CSOs into 2 groups (Level 1 and Level 2) according to the
scores they reached.
