diversification of the country's economy and exports, the development of non-oil sectors, 
especially non-oil industries. 
One of the important mechanisms widely used in the implementation of the state policy aimed at 
the development of industry in the country is the practice of creating industrial and technological 
parks, as well as industrial neighborhoods. The establishment of the Agdam Industrial Park on an 
area of 190 hectares near the city of Agdam, and the Industrial Park “Araz Valley Economic 
Zone” on an area of 200 hectares in the territory of Jabrayil region has already begun. It is 
advisable to expand the policy in this direction and organize work on the creation of industrial 
parks, industrial neighborhoods and special industrial zones in other areas of the region. 
At present, large-scale work is being carried out to restore the liberated territories, ensure their 
future development, create the necessary infrastructure and return the population to their native 
lands. The economy in these regions will develop on the basis of public-private sector 
partnerships in the following six main areas: 
- Mining industry; 
- Light and food industry; 
- Agricultural business; 
- "Green Energy"; 
- Transport andbarlogistics; 
- Tourism. 
The article is devoted to the analysis and assessment of the industrial potential of the liberated 
territories. The study analyzed the damage caused to the industrial potential of the region as a 
result of the occupation, conducted an analysis of the strengths and weaknesses of the industrial 
potential of the liberated territories, existing opportunities and threats.
