sUCCEssEs AND tARGEts of AzERBAiJAN 

We completed 21st year of our independence. This is not 

such a great term from general historical development 

perspective. But it is to be agreed that, it is also not such 

a little term. Let us remember the letter written by Ba-

bek to his son in captivity: “It is more glorious to live 

freely one day than to live 40 years as miserable slave!” 

Look at value of liberty and independence!  

The second most gratifying moment is that for last 21 

years  Azerbaijan  passed  fervent  development  way  for 

the century in a real sense of the word. Imagine, it is not 

such an easy to express making a step into independent 

statehood broken up from the Soviet Empire; rejecting 

Marxist-Lenin  thought  and  socialist  system  to  estab-

lish  living  style  in  another  system  traditional  for  the 

world and new for us; gaining great success in a short 

while.  But  Azerbaijan  cold  pass  successfully  from  this 

hard,  complicated  and  hard  process  with  large  losses. 

Nowadays, Azerbaijan is considered in Soviet space, en-

tirely in the whole world one of the known and notable 

states for its fast and comprehensive development. Un-

doubtedly, our people are grateful first to Great Leader 

Haydar Aliyev. Rescuing Azerbaijan from threat of de-

struction and breaking up determined long-term devel-

opment strategy in all fields of the country and putting 

to right way. Our people are grateful to the Great Lead-

er also for recommending confidence of the government 

of the Azerbaijani State to Mr. Ilham Aliyev, who is ex-

perienced already in politics. Our honourable President 

who gained the people’s confidence caused Azerbaijan’s 

achieving new successes in all fields and proved that he 

is a great politician and notable state figure capable to 

continue properly Great Leader, Haydar Aliyev’s policy 

course. We are proud that today Azerbaijan President 

is a political leader who is in the same level with great 

politicians of the great states of the world on all criteria. 

At the same time, we regret that because of malevolent 

neighbours’  treachery  and  hostile  intentions  the  Azer-

baijani people was obliged to live in the war condition 

during its 21-year independence. Could over one million 

people,  exposed  to  refugee  and  IDP  life  feel  indepen-

dence? Let us confess that, as far as the state indepen-

dence is sweet, though our successes are great in state-

hood,  economic  progress  and  on  international  plane, 

occupation of 20% of our territories is the most serious 

issue which makes any Azerbaijani to think, care and 

bother irrespective of the country he/she lives. 

Settlement of Garabagh problem is not the issue of pro-

vision of territorial integrity for Azerbaijan. This is also 

the issue of honour, honesty and national dignity for us. 

This  problem  is  the  problem  of  world  Azerbaijanis  in 

general. 

Azerbaijan  nation  is  larger  people  as  compared  with 

Armenians from all aspects. Azerbaijan State is much 

more mighty state than Armenia. In that case, hostility 

of Azerbaijan and Armenia looks like battle of elephant 

with  little  mouse.  Definitely,  the  mouse  is  armed  and 

was sent to us irrespective of those who armed and sup-

ported  that.  Consequently,  either  this  mouse  will  turn 

to anybody’s food, or will be remained under anybody’s 

feet. It could be under the elephant as well. We think it 

will be so. We hope it won’t give us any harm.

Appreciation 

Though I am not a journalist on specialty, my activity of 40 

years covered journalism in this or other degree. Irrespec-

tive of the place published, my every new article was a new 

page of my life. I was rewarded many times as a journalist. 

I  am  the  winner  of  “Golden  pen”,  “Master  Artist  Award” 

and  “Humay”  awards.    But  the  most  appreciated  reward 

was “honored journalist of the Republic of Azerbaijan” by 

President Ilham Aliyev’s Order of 3 October 2012. For this 

reason, I express my deep gratitude to honorable Mr. Presi-

dent and people presented me for this honorary title to the 

president of Azerbaijan.

Honoured journalist, Dr. of Historical sciences

This  article  was  written  on  the  basis  of  memories  of  head  of 

Khachmaz region Executive Power, Shamsaddin Khanbabayev.

I entered 1st course of the Institute when Haydar Aliyev came to 

power in 1969 in Azerbaijan and I followed, studied, promoted 

and taught life way, political activity, all speeches, statements and 

interviews of the great leader since then. But this does not mean 

yet that I know everything about the great leader.  Others can 

not claim the same, either. Because life way and rich scientific-

theoretical heritage of Haydar Aliyev being the sample for gen-

erations are a book not ended with reading and learning. This is a 

great school. We perceive more deeply its being source of rich and 

inexhaustible  moral  treasure  reading  and  learning  repeatedly. 

We know only this about our great leader from far away. Imagine 

how well people working near him and under his direct control 

know about life way and attendances of this bright person, who is 

sample or generations.. 

Knowing Haydar Aliyev closely, getting in close contact very of-

ten with him, getting direct assignments from him and reporting 

directly and personally to him on execution of theirs, appointed 

to positions due to nationwide leader’s blessing, thus experienced 

in  his  governmental  school,  in  one  word  memory  of  the  great 

leader  from  1969  till  nowadays  is  Shamsaddin  Khanbabayev 

working in different positions and headed Khachmaz regional 

Executive Power. The people knowing him closer know that he 

is the person closely attached to the great leader with his word, 

work and actions. He is a live book full of memories on Haydar 

Aliyev. Upon looking through this book, it is possible to learn very 

precious information about nationwide leader which we did not 

hear and known. I must say that it is not so easy to hear memo-

ries about great leader from Shamsaddin Khanbabayev. Though 

I met him for eight years regarding my work, I succeeded to learn

Heydər Əliyev 1969-cu ildə Azərbaycan rəhbərliyinə  gələndə 

mən  institutun  I  kursuna  yenicə  qədəm  qoymuşdum  və  o 

gündən  ulu  öndərin  həyat  yolunu,  siyasi    fəaliyyətini,  bütün 

nitqlərini, bəyanat və  müsahibələrini nəinki  diqqətlə izləmiş, 

həm də öyrənmiş, təbliğ və tədris etmişəm. Amma bu, hələ o 

demək  deyil  ki,  mən  ulu  öndər    haqqında  hər  şeyi  bilirəm.  

Digərlərinin  də  belə  bir    iddiada    olmağa  əsla  haqqı    yoxdur. 

Çünki,  Heydər  Əliyevin  nəsillərə  nümunə  olan  ömür  yolu 

və  zəngin  elmi-nəzəri  irsi  oxumaqla,  öyrənməklə    qurtaran  

kitab deyil.  O, böyük bir  məktəbdir. Təkrar-təkrar oxuduqca, 

öyrəndikcə onun nə dərəcədə  zəngin və tükənməz bir mənəvi 

sərvət  mənbəyi  olduğunu  daha  dərindən  anlayırıq.  Biz  hələ 

uzaqdan-uzağa ulu öndərimiz haqqında  bu qədər bilirik. İndi 

görün,  onun yanında, bilavasitə  rəhbərliyi altında  çalışanlar,  

o  parlaq    şəxsiyyətin    nəsillərə  nümunə  olan  ömür  yolu  və 

xidmətləri  barədə  nələri  bilirlər!

Heydər  Əliyevi  yaxından  tanıyan,    onunla  tez-tez  təmasda 

olan, bilavasitə ondan tapşırıqlar alan və bu tapşırıqların icrası 

barədə şəxsən  birbaşa  özünə  məruzə  edən, ümummilli liderin 

xeyir-duası ilə məsul vəzifələrə təyin olunan, beləliklə də onun 

idarəçilik  məktəbində  püxtələşən,  mətinləşən,  bir  sözlə,  ulu 

öndərin  yadigarı  olan  belə  insanlardan  biri  də  1969-cu  ildən 

bu günədək  müxtəlif  rəhbər  vəzifələrdə çalışan və hazırda Xa-

çmaz Rayon İcra Hakimiyyətinə başçılıq edən Şəmsəddin Xan-

babayevdir. Şəmsəddin müəllimi yaxından tanıyanlar çox yaxşı  

bilirlər ki,  o, sözü, işi və əməli ilə ulu öndərə qəlbən bağlı olan bir 

insandır. O, sözün tam mənasında,  sinəsi Heydər Əliyevlə bağlı 

xatirələrlə  dolu olan canlı bir  kitabdır. Bu kitabı vərəqlədikcə 

ümummilli  liderlə  bağlı  çoxumuzun  heç  vaxt  eşitmədiyi, 

bilmədiyi  son  dərəcə  qiymətli  məlumatları  öyrənmək  müm-

kündür. Onu da deyim ki, Şəmsəddin müəllimdən ulu öndərlə 

bağlı xatirələri qoparmaq o qədər də asan iş deyil. Mən özüm 

nə  az,  nə  çox  düz  səkkiz  ildir  ki,  xidməti  işimlə  bağlı  onun-
