Soft Power Of Turkey In Central Asia And The Analysis Of The
Public Diplomacy Applications
Abstract
This study intends to adapt the analysis of Turkey’s soft power and public
diplomacy practice was carried out with an approach to Central Asia as its
authors have done for other regions of the world in their previous works. In the
study, narrow sense central Asia was taken excluding East Turkestan which
was controlled by China, Afghanistan and Mongolia and examined only the
countries Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan,
which are all belong to the former Soviet Union.
The analysis of the quarter-century period since the dissolution of the Soviet
Union in 1991 has been assessed on a case-by-case basis and on a country-
by-country basis. This analysis was mainly carried out through activities of
public diplomacy institutions such as TIKA (Turkish Cooperation and Coordina
-
tion Agency), DİB (Presidency of Religious Affair of Turkey), Yunus Emre Insti
-
tute, TURKSOY (International Organization of Turkic Culture), YTB (Presidency
for Turks Abroad), THY (Turkish Airlines). The Study was processed by mostly
literature review; using the methods such as the official internet pages of the
institutions, the screening of the reports and publications and the screening of
the activities of the institutions. In addition to this, also included observations
of the authors during different periods of time and purposes on field.
In this context, the study consists of a long introduction to the historical change
of the definition of Central Asia geography and the geopolitical importance of the
region, with a second chapter in which the following five countries are evaluated
one by one, and a conclusion which includes general evaluation and suggestions.
