itself explicitly to eventual reunification of the two states; the constitution of the
German Democratic Republic was consciously formulated in terms which would
make reunification possible. There were however fundamental differences of
principle between the political systems of the two states, which were to become
more explicit as time went by. West German representative democracy was
based on free general elections for a wide range of permitted parties once every
