Его первый приезд в 1998-м году был очень успешным. 

В  результате  нашей  совместной  деятельности  в  самой  ин-

тересной и заслуживающей внимания прессе был издан цен-

ный труд по теме «Прямые инвестиции в Азербайджан». Это 

произведение из-за теоретической и практической значимос-

ти  было  встречено  инвесторами  в  крайний  степени  с  боль-

шим интересом. 

Господин Коллега Гафаров в 2004-м году после своего 

2-

го приезда опубликовал одну книгу на тему «The contem-

porary  economic  system  and  globalization» 

(«Современная 

экономическая  система  и  глобализация»).  Я  уверен,  что  и 

следующий  приезд  уважаемого  профессора  послужит  еще 

более  ускоренной  и  более  надежной  интеграции  Азербай-

джана в развитые экономические регионы. Для всего этого 

требуются научные разъяснения. С этой точки зрения науч-

ные творческие связи  между нашими странами и между на-

шим  Штутгартским  Университетом  с  Вашим  Университе-

том, которому вы готовитесь скоро отметить юбилей, помо-

гут еще большему укреплению взаимоотношений. 

Еще раз хотел бы особо отметить, что организация Не-

мецкая  Служба  Академических  Обменов  в  очень  редких 

случаях выделяет одному и тому же лицу такую стипендию. 

Это говорит с одной стороны о научном сотрудничестве на-

ших стран, а с другой стороны о высоком научно – творчес-

ком качестве сотрудников Вашего университета. 

Надеюсь,  что  мы  с  господином  профессором  Гафаро-

вым посредством этой его исследовательской поездки и пос-

ле этого будем держать связь и с этими надеждами еще раз 

посылаю Вам свои самые искренние пожелания.

About the Author 

Samil Saleh oglu Qafarov was born on 19 January, 1950 

in Aghdam city of Azerbaijan Republic. His father Saleh 

Mustafa oglu Qafarov was born in Shusha city in 1912. He has 

worked as a geography teacher till 1985 in Aghdam city. He 

died in March, 1985.  

It should be noted that, land elder, wise person Saleh 

teacher played significant role in developing his children as a 

hardworking, a principal person, and developing them as a 

well matured civil and played important role in their nurture. 

Mother Gafarov Humay Beyler ghizi was born in 1920. 

She was a housewife and died in 1997. 

First family nurture and education determined his 

whole future life.  During the years 1957-1967 he studied in a 

high school, School no1 in Aghdam city, after graduating from 

high school during the years 1967-1971 he studied at the 

Azerbaijan People’s Economic Institution in the faculty of 

Industry Economics and graduated from that faculty with 

excellent grades.  

With an assignment he was sent to Baku machine-

building fabric and during 1972-1973 years he served in an 

army as a sailor in a military ship in the city of Severmonsk of 

the province of Murmansk. During 1974-1975 years he 

worked as a scientific worker at Economical Scientific-

Research Institution which was attached to Azerbaijan SSR 

State Plane Committee.  His interest to education and science, 

his ambition for continually research brought him to the 

postgraduate study at Azerbaijan State University of the 

name of S.M.Kirov.  During the years 1975-1978 he had 

postgraduate study in the faculty of Political Economics in this 

Institution. 

After graduating, from 1978 with an assignment he 

began to work as a teacher in the University’s Political 

Economics department, in the year of 1980 he protected his

PHD thesis under the guidance of  spectacular economics 

scientist, honored scientific worker, corresponding member of 

Azerbaijan National Science Academy, doctor of economic 

sciences, professor  Teymur Suleyman oglu Veliyev.   

In the year of 1983 he became head teacher of the 

Azerbaijan State University’s Political Science department, 

after that he became assistant professor in 1986. Though 

many obstacles, he was democratically chosen as a director of 

the university’s big reference department –  ‘’Economic 

Theory’’ department. 

Requiring deeply analytic study and research the law of 

public division of labor was chosen as a research object by 

scientist. (It must be noted that he was the first economist in 

USSR who investigated public division of labor as a law and 

protected his PHD thesis by this law.) Continuing all his 

scientific creativity in this direction, he protected his doctoral 

thesis in the topic of “Social-economical problems of Public 

Division of Labor. 

S.S.Qafarov is the first doctor of economic science of 

independent Azerbaijan Republic who wrote and protected 

thesis about the topic of Economic Theory. During the period 

when Azad Mirzacanzade was the director of Under the 

President of Azerbaijan Republic Supreme Attestation 

Committee (during 10 years) protecting doctoral thesis was 

considered great honor and ingenuity. During the period of 

world well-known academic every year only 15-20 people 

could protected thesis in all specialties. This was because of his 

principality, fearlessness, and estimating the science in real 

meaning. Maybe, his works will be appreciated in the future. 

 “International division of labor: formation, dynamics 

and structure” named book was printed in 1999; in the same 

year “Public division of labor and its social-economical 

problems” named voluminous monograph was printed too.
