was printed under his authority and management for the first 

time in Azerbaijan. At that time, it was the first and the only 

textbook for the non-economic postsecondary schools.  

Scientist was chosen as a professor of Baku State 

University in 2003.  

S.S.Qafarov’s “Modern economical system and 

globalization” named 632 paged voluminous monograph was 

printed in 2005. 

This work serves to improve systematic analysis of many 

problems of transit economy, also improving the education of 

economic theory. 

Since 2008, S.S.Qafarov has been continuing his activity 

in the science and education field at the leading  place in 

economical science in Azerbaijan Republic at science-

education centre- at Azerbaijan State Economic University.  

He was chosen as a professor of Azerbaijan State 

University of Economics in 2010 and in the same year his 

professorship was approved by Higher Attestation Committee 

under the President of Azerbaijan Republic.  

All in whole he is the author of 6 books and more than 

136 articles. 

He acted as an official opponent in more than 10 

doctoral and PHD thesis. He has been the member of 

Specialized Council (D.01.181) on doctoral thesis in republic 

which is attached to Azerbaijan National Science Academy’s 

Economics Institution since 2001 till 2011. Since 2011 he is the 

member of Specialized Council on doctoral thesis which is 

attached to Azerbaijan State University of Economics.  

Is a member of Expert Council on economic issues in 

The Supreme Certifying Committee under the President of 

Azerbaijan Republic since 2013. 

S.Qafarov was an office member of Republic Scientific-

Research Organizing and Connecting Council’s problem

survey that was held in republic he was chosen as one of the 

winners of international project “Famous scientists of 

Azerbaijan”. 

After winning the competition held by the Ministry of 

Economic Development he participated as a senior expert in a 

project on a topic “Diagnosis of results of regional social-

economic development and formation of regional economic 

development”.  

2012-2013 the project "Assessment   of coordination mechanism 

of monetary and fiscal policies in ensuring sustainable development in 

Azerbaijan, and preparation of proposals and recommendations for its 

improvement." As a leader expert  fundamental and applied scientific 

researches EİF–2011-1(3)- FT, winner of the project, announced by the 

Science Development Foundation under  the President of the Republic 

of Azerbaijan. 

During the years 1982 and 1988 (every time for a 5 

month) S.Qafarov was the listener in the Moscow State 

University’s improvement of professional skill institution. He 

participated in conference in Kiev in 1986, in 1987 in Yerevan, 

in 1989 in Sverdlovsk, in Tabriz in 1992, He attended courses 

and got the relevant certificates helping Entrepreneurship 

program in 1994 in Moscow State University organized by 

World Bank and in 1995 in Ankara and Istanbul. 

Professor S.S.Qafarov is the only person in Republic 

who has won the DAAD (German Academic Exchange 

Service) competition for 3 times. It may be possible in exact 

sciences. However, it is rare event in economic science field. As 

a winner of competition for the first time from during the 

period 1 October 1998 till 1 December 1998 their book “Direct 

investitition to Azerbaijan-  Helping mechanism German 

investors”    was printed in 1999 with dean of economic faculty 

at the University of Stuttgart, rare in the world and newly 

established Stuttgart Business School’s Director, advisor of 

Bundestag and Pentagon on economic issues (because he is

advisor in military economy at the same time he is colonel), 

editor of several journals in Deutschland and member of 

editor-board-Willy Arnold. 

World well-known economist, Professor Willy Arnold 

came to Azerbaijan for the account of German government on 

September 9-15, 2003 in order to continue co-research with 

professor S.Qafarov. 

Professor S.Qafarov has continued his scientific 

research at the University of Stuttgart for 3 month for the 

second time by DAAD way in 2004. 

Professor W. Arnold came to Azerbaijan again in 2006 

in order to continue their scientific research with professor 

S.Qafarov.  

Ptofessor S.Qafarov as a winner of DAAD competition 

for the third time (from 25 June 2010-to 25 September 2010) 

acted in the University of Stuttgart. 

Professor S.Qafarov’s has many great services as an 

economist scientist. He is accepted by scientific public. Though 

from time to time he comes across with many hardships, 

misunderstandings but he continues his scientific work 

without losing his confidence.  

Professor Samil Saleh oglu Qafarov will get his decent 

price for such services.  

S.Qafarov at the present time is the professor of 

Azerbaijan State Economic University’s “Economic Theory” 

department. At the same time, he is senior scientific worker at 

the Economical Research Institution attached to Azerbaijan 

State University of Economics.  

He is married, has one son and a daughter.
