1 Kada se te skupine specijalista i odbori stručnjaka kolektivno označavaju u rodnom smislu, koristi se termin “specijalizirani odbori”.

1 Prava sadržana u tim člancima jesu: pravo na rad, sindikalno pravo, pravo na kolektivno pregovaranje, pravo na socijalnu sigurnost, pravo na socijalnu i medicinsku pomoć, pravo obitelji na socijalnu, ekonomsku i pravnu zaštitu, kao i pravo radnika migranata i njihovih obitelji na zaštitu i pomoć.

2 Primjena članaka “tvrde jezgre” provjerava se prilikom svakog ciklusa kontrole (referentno razdoblje je dvije godine), a drugih članaka u alternaciji: polovina za svakog ciklusa od dviju godina.

1 Ovaj protokol sadrži sljedeća prava: pravo na jednake šanse i tretman u području zaposlenosti i zanimanja bez diskriminacije na osnovi spola, pravo na informiranje i savjetovanje, pravo na sudjelovanje u određivanju i poboljšavanju uvjeta rada i radne sredine i pravo starijih osoba na socijalnu zaštitu.

1 Ta prava, kao i druga nova prava, analizirana su i zborniku kojeg je izdao Steenbergen (1994.), kao i u zborniku kojeg su uredili Eide, Krause i Rosas (1995.).

Za vrijeme prve faze procesa, svaka je država članica trebala predstaviti svoje prioritete i svoje projekte za dvije sljedeće godine (srpanj 2001.-lipanj 2003.) u obliku plana promicanja socijalne inkluzije, borbe protiv siromaštva i socijalne isključenosti. Sljedeća faza primijenit će se 2003. godine.

Programa za stanovanje glasi : “ Prikladno stanovanje” znači (…) krov nad glavom (…) dovoljno velik, svijetao, grijan i zračan, (…) koji nudi određenu intimnost, da je fizički dostupan, da omogućava život u sigurnosti, da daje sigurnost pri korištenju, da je stabilan i trajan, opremljen osnovnom infrastrukturom, (…) adekvatan u ekološkom i sanitarnom pogledu i, konačno, da je smješten na razumnoj udaljenosti od mjesta rada i osnovnih usluga, a sve to po dostupnoj cijeni.
