The book “In the Name of the Azerbaijani Woman” is a new publication of the Heydar Aliyev 
Heritage Research Center. It is dedicated to the 10th anniversary of the signature of the Decree 
“On the Women Policy in the Republic of Azerbaijan” by Heydar Aliyev.
There are many speeches and appeals of national leader of Azerbaijani people Heydar Aliyev 
and the President of the Republic of Azerbaijan Ilham Aliyev on different aspects of women policy. 
The majority of these documents were included to the book. 
The book includes the speeches and congratulations of Heydar Aliyev on women`s holidays, 
congratulatory letters of the President of the Republic of Azerbaijan Ilham Aliyev to the Azerbai-
jani women on the occasion of the International Women`s Day, and other measures. Speech of 
the President of the Heydar Aliyev Foundation, Goodwill Ambassador of UNESCO and ISESCO 
Mehriban Aliyeva and her interview to the “Baki” magazine are also included to the book. More-
over, the decree “On the Women Policy in the Republic of Azerbaijan” and law of “On Gender 
Equality” is added.

Dear readers! 
The most glorious period of the history of Azerbaijan falls to the period of the rule of the 
national leader Heydar Aliyev in the country. In those years Azerbaijan started democratization, 
and signifi cant changes in ensuring the human rights and freedoms, in raising the national 
consciousness took place. 
The national leader of Azerbaijan always paid great attention to the policy of women in the 
whole period of his tenure. Determination of the basic principles of the policy for women and 
increasing it to the level of state policy is related to Heydar Aliyev. 
After the return of Heydar Aliyev to power in Azerbaijan in 1993 by the demand of the people, 
respect and attention to women, growth of their status and role in the society, assurance of their legal 
rights and interests in the country became one of the priorities of the state policy. The large-scale 
activity conducted for establishing and improving the respective legal basis, increasing public and 
political activity of women, their physical, moral and intellectual potentials, strengthening their 
social maintenance, the activities performed for the protection of family, women, and children, for 
ensuring their employment prove it once more. 
Social conditions of women are among the most important international standards which 
determine the level of development of any country. Therefore, upon his return to power, Heydar 
Aliyev pursued the policy of gender equality based on participation of women in all the spheres 
of public and political life. Parity of rights of men and women as provided by Article 25 of the 
Constitution of the Republic of Azerbaijan authored by the national leader Heydar Aliyev is an 
integral element of human rights and social justice. As the parity of rights between men and women 
has been ensured in Azerbaijan, women have become an active participants of all processes in the 
country from an object of social protection.
Nevertheless, this policy is being pursued in the country successively. Azerbaijan joined the 
Convention on the Elimination of All Forms of Discrimination against Women in 1995. The 
decrees and instructions signed by the President of Azerbaijan in those years for the assurance of 
the rights of women and for increasing their role in the society were historical steps made forward. 
In 1998 President of the Republic of Azerbaijan Heydar Aliyev issued a decree on the institution 
of the State Committee for Women`s Problems. On the same year the First Congress of the women 
of independent Azerbaijan was held on the iniative of the very national leader of Azerbaijan. It 
was a confi rmation of the activization of the women movement in the country, as well as the 
manifestation of the victory of the women policy of Heyda Aliyev. The Decree «On the Women 
Policy» of the Republic of Azerbaijan signed by Heydar Aliyev on March 6, 2000 became an 
institutional mechanism for opening all the potentials of women. The decree signed ten years ago 
is one of the most important documents in the fi eld of gender policy in the country. The decree,
