NATIONAL POLICY OF NAZI REGIME
IN THE OCCUPIED TERRITORIES OF THE USSR
A heavy defeat of the USSR at the first phase of the war with Germany lies
in a number
of reasons, including the wrong principles of the national policy associated with the defects of
national-state structure of the USSR. In Nazi war plans drawn up at the eve of the war,
multinational character of the Soviet Union was linked to the probability
of a severe inter-
ethnic conflicts in the USSR and was grounded for a reason of victory that would be achieved

easily. During the planning of Blitzkrieg (“lightning war”) there was no any serious and
thought-out policy regarding the various peoples living in the USSR.
Fascist propaganda and occupation policy deteriorated the
tensions in inter-ethnic
relations in the country. During the war the Soviet government acknowledged the failures of
the national policy and set new one in accordance with the new circumstances.
