scale  industrial  activity  based  on  agriculture;  Projects  for  renewal  of  rural  infrastructure  and 
purchase of machine-equipment for production are supported. 
Priority of RDİSP is Village Based Participatory Investment Program (VBPIP). The VBPIP, 
one  of  the  most  important  steps  in  the  reform  process  undertaken  since  the  2000s  in  Turkey,  the 
Agricultural  Reform  Implementation  Project  (ARIP)  has  emerged  as  a  result.  (16,  p.53).  World 
Trade Organization rules  and within the framework of  full EU membership process,  to  contribute 
financially  to  the  implementation  of  policy  changes  that  will  improve  the  competitiveness  of 
agriculture in Turkey that aims to finance the ARIP activities, provided by the World Bank and the 
Cabinet  was  approved  by  the  Council  of  the  loan  entered  into  force  in  2001  Parallel  to  the 
agreement  and  loan  modification  in  2005,  KBPYP  was  launched  on  16  pilots.  (Regulation  to 
Support  Investment  Based  on  the  Village  Based  Participatory  Investment  Scheme,  Official 
Newspaper, No: 26497.). Based on the Decision of the Council of Ministers on Agriculture Strategy 
2006  -  2010  and  2006/10016  on  Rural  Development  Investments,  the  "Rural  Development 
Investments  Support  Program  (RDİSP)"  was  launched  on  65  provinces  except  for  16  pilot 
provinces, based entirely on agricultural support resources. 
Considering the protection of natural resources and the environment with RDİSP:  1) Raising 
the  level  of  social  standard  and  income  in  the  rural  area,  2)  Supporting  small  and  medium-sized 
enterprises for the provision of agricultural production and agriculture-based industry integration, 3) 
Development of agricultural marketing infrastructure, 4) Strengthening food safety, 5) The creation of 
alternative sources of income in rural areas, Increasing the activities of the ongoing rural development 
work, 6) The aim of establishing a certain capacity in rural society. (17). Real estate and legal entities' 
economic investments are supported in order to ensure the economic and social development in the 
rural  area  of  81  provinces  within  the  context  of  the  programs  supported  by  the  RDISP.  Within  this 
scope,  50%  of  the  project  amount  for  economic  investments  is  covered  by  the  program  as  grant 
support. Communiqués are issued annually on the basis of the Decision of the Council of Ministers 
dated  January  18,  2011  and  numbered  2011/1409,  and  the  principles  for  the  implementation  of  the 
program  are  laid  down  through  these  communiqués.  As  of  July  2015,  10  call  announcements  have 
been made so far and the applications and the evaluations after the application have been completed 
within the scope of the present 10th call announcement. 
Result 
Since  the  foundation  of  the  Republic,  rural  areas  and  rural  development  have  been  the 
subject of governments' various policy documents, but not a comprehensive and general framework. 
With  the impact  of  the  revitalization  of  Turkey's  EU  accession  process  from  the  beginning  of  the 
2000s and the growing importance of rural development in the world, more detailed and effective 
policy  documents  on  these  issues  has  begun  to  be  created.  The  EU  accession  negotiations,  which 
started  in  2005,  required  Turkey's  rural  development  policies  to  be  closer  to  the  EU  Rural 
Development  Policy.  For  this  reason,  studies  on  rural  development  in  Turkey  have  begun  to 
accelerate  and  it  has  become  necessary  to  develop  policies  towards  this  by  creating  a  holistic 
national  rural  development  strategy  that  will  contribute  both  to  the  harmonization  with  the  EU 
norms on the issue and to determine Turkey's needs and priorities.

ПОЛИТИКА, ПРОГРАММЫ И ПРОЕКТЫ В 
ОБЛАСТИ РАЗВИТИЯ СЕЛЬСКИХ РАЙОНОВ ТУРЦИИ 
Вопросы сельского хозяйства и сельского развития, которые занимают важное место в 
экономической,  социальной  и  культурной  жизни  Турции,  были  включены  в 
правительственную  политику  и  официальные  документы  с  момента  создания  Турецкой 
Республики.  Роль  сельского  хозяйства  и  развития  сельских  районов  в  национальном 
развитии,  особенно  в  условиях,  когда  подавляющее  большинство  населения  проживала  в 
деревнях  и  экономике,  в  основном  была  основана  на  сельском  хозяйстве  в  первые  годы 
существования  Республики,  обязана  придавать  особое  значение  сельскому  хозяйству  и 
сельского  населения  в  усилиях  по  развитию  и  модернизации.  В  этом  контексте  в 
соответствии  с  модернизационными  и  модернизационными  движениями  Республики  были 
предприняты  усилия  по  улучшению  экономической  и  социальной  инфраструктуры  этих 
районов и снижению различий между сельскими и городскими районами путем привлечения 
различных услуг в сельские районы для развитие сельских районов в Турции.
