agencies exist. Nevertheless, it is possible to classify public unions in the country
and to arrive at a common result.
3 categories of the “think tanks” are differed according to the classical classifi-
cation. The think tanks and research centers can be systematized according to the
classical classification as the following:
1. Analytical agencies acting
in the state structures;
2. Non-state public policy institutes;
3. Research institutes with academic and university basis.
Several analytical agencies of party-oriented centers haven’t been included in
this classification as they haven’t identified themselves with these centers and their
activity is not felt.
At the same time, these centers can be grouped as the following:
1.Strategic centers with concrete aims (calling and identifying themselves
think tank); 2. The think tanks implementing investigative projects; 3. Intellectual
unions.
Unlike the foreign experience (for ex. US), the mechanism called “revolving
doors” hasn’t become a tradition between the think tanks, research centers and
power institutes in Azerbaijan yet. The centers led by some persons been on high
official positions in the 90s of the last century exist. “Revolving door” – is a uni-
que experience, it has developed in the US. High ranking officials working in the
state structures and bodies in that country prefer to work at the think tanks and
research centers after leaving their posts.
It is difficult to classify the think tanks in Azerbaijan according to concrete
investigation directions. But, it is possible to see their engagement in politics,
international
relations, socio-economic, security, legal and other issues.
Not all the criteria more than 30 applied on global rating, but some important
criteria can play supporting role to define the classification, typology of the think
tanks and research centers as the institute of public policy, the functions they imp-
lement and their importance from the aspect of the reality of local place.
One of the criteria of the think tanks and research centers in the country is iden-
tification of various organizations themselves as the “think tank”. The information
about the centers indicated in the investigation doesn’t lay claim to absoluteness.
Their participation in the investigation conducted by the CSS, identification them-
selves as the think tanks were intended. The centers implementing the functions of
the think tanks fully or partially were grouped according to the following directi-
ons in the investigation:
1. Socio-political; 2. Socio-economic; 3. Military and security; 4. Foreign
policy
and regional; 5. “think tanks” operating in ecological spheres.

and attached to universities and parties in Azerbaijan
Department of Analysis and Strategic Studies
Ministry of Foreign Affairs of Azerbaijan
(DASS MFA AR)
The department of Analysis and Strategic Studies is one of the main organiza-
tions that is operated in the structure of the Ministry of Foreign Affairs of indepen-
dent Republic of Azerbaijan. The cheaf of the office is Elman Aghayev. Official

The organizational-legal and technological bases, funding and personnel poli-
cy of the department of Analysis and Strategic Studies Ministry of Foreign Affairs
differ from the activity of some traditional analytic structures. DASS MFA carries
out its function by the rules about the Ministry of Foreign Affairs and the other
instructions: normative legal documents, the orders and instructions of leaderships
that regulate the activity of the ministry because as the part of the organization.
The provision of institution with the corps staff, the subjects of staff list pro-
viding with budget funds and the subjects of material-technical supply are within
the authenticity of MFA administration. DASS MFA permanently reports to lead-
ership about the results of its activity by doing its work within the general and
special duties that are determined by the leadership.
The analytic product that prepared by DASS MFA has a different assignment
being indoor and outdoor. So that outdoor materials are presented to the official
use in Central office of MFA and the depended institutions that operates both
abroad and in the state structures and managements of he Republic of Azerbaijan.
The analytic product that is opened for society was implied for total use. Be-
side this the presentation of those materials to the society is coordinated and cer-
tified by according instances of the Ministry. The materials that was conserved
for public use in the activity of DASS MFA are concerned the scientific-analytic
journal of MFA-World of Diplomacy, informational-analytic bulletins, presses
about the results of year, reports and presentations for the forums on different

subjects, and other informational publications. DASS MFA established direct and
close relations with the governmental and non-governmental research centers, or-
ganizations, institutions and funds. This cooperation is reflected by different forms
– in the organizing of mutual information exchange, joint actions, conferences
and round-tables, as well as the publication of articles in the journal of World of
Diplomacy.
Main Institutional Inspectorate Department of the
Ministry of Internal Affairs of the Republic of Azerbaijan
Main Institutional Inspectorate Department at the Ministry of Internal Affairs
of the Republic of Azerbaijan was founded on June 06
2001. It is a separate
structural unit within the MIA headquarters.
Institutional and supervisory functions:
- identifying the law-enforcement responsibilities and planning major fields for
operations and service activities based on a comprehensive analysis of the
crime situation in the country,
- reviewing and summarizing outcomes of these activities,
- coordinating activities of the MIA services for
the purposes mentioned above,
- implementing inspections and general examinations,
- supervising implementation of staff regulations, decrees of the superior
government authorities, and the MIA legislative and normative acts.
The major responsibilities:
- comprehensive studies of the operational situation at the MIA services in
various areas and the country as a whole, drafting proposals on improving
performance;
- enhanced administrative mechanism, institutional support to improved
command and control functions exercised by the services at the MIA
headquarters upon subordinate units and agencies, studies and promotion of
the
best practices;
- all-embracing surveys and examinations, coordination of activities of various
services within the Ministry;
- operation and service planning at the Ministry;
