serious steps were made directed at the formation of mutual partnership relations
with the state.
The establishment of public unions and the rules of their activity in Azerbaijan
are regulated by the Law on “the NGOs (public unions and foundations)”. The
intensive dynamics of civil society institutes is vividly seen in the statistics. If 198
public unions in all were registered during 1988-1993 years (5 years), in compari-
son with that, 144 NGOs were registered by the state only in 2011 in the Republic
of Azerbaijan. At present, their number in Azerbaijan exceeded 3600.
The protection of the development of public policy institutes by the state mo-
ved to a quality stage, particularly, by Presidential Order of 27 July 2007 on appro-
val of the “Concept of state support for the NGOs of the Republic of Azerbaijan”.
The next step was the establishment of the Council of State Support to NGOs
under the President of the Republic of Azerbaijan.
In parallel, the formation of scientific society in the country, the modernization
of education, the adoption of documents of historical importance directed at the
realization of national intellectual potential and human capital: “National Strategy
on the development of the science in 2009-2015” of 4 May 2009 and the State
Program regarding the implementation of that strategy, Order of 22 May 2009
on approval of “The State Program on reforms in the higher education system
of the Republic of Azerbaijan in 2009-2013” and “The Establishment of Science
Development Foundation under the President of the Republic of Azerbaijan” of 21
October 2009 stimulated the development of intellectual centers.
So, if external factors prevailed in the establishment of the local think tanks in
1993-2003, after 2003 internal factors, state policy stimulated the creation of the
think tanks and research centers.
Non-governmental analytical network has extended lately, “2725 registered
NGOs exist. At the same time, only half of them work actively. 1350 NGOs make
financial report. Nearly 100 NGOs operate without registration”.
Typology and classification of think tanks and research
centers in Azerbaijan
The typology and classification of the think tanks and research centers can be
approached differently in Azerbaijan. If we take into account that this issue is the
subject of big disputes generally in the world, then the situation is understandable.
De jure concrete number of the operating think tanks is impossible. Official infor-
mation doesn’t exist in this field because their absolute registration is not required
or because of the problems concerning registration.
The other issue creating the problem is the degree of investigations defining
the difference of the notion of “think tank” from other public unions.
