- inspections, comprehensive examinations, supervision, specific check-ups at
the services of the MIA headquarters and other ministerial units, practical
assistance to the services in question, supervision over implementation of the
major authorities
by relevant services;
- data collection and analysis of the situation related to crime control in the
country (including emergency situations, grave crimes, etc.), drafting and
supervision of administrative decisions’ implementation on the basis of the
data available;
- draft proposals on institutional improvements within the Ministry, analysis of
staff distribution, enforcement and evaluation
of the staff regulations;
- coordination of the MIA services’ activities during emergency situations and
large-scale operations;
- institutional and educational (methodical) support to analytical divisions
within the MIA services, municipal and district police departments as well as
the transportation police services;

The Center for Strategic Studies under the
President of the Republic of Azerbaijan (SAM)
The Center for Strategic Studies (SAM) under the President of the Republic of
Azerbaijan was established in accordance with the decree of the President of the
Republic of Azerbaijan Ilham Aliyev, dated 12 November 2007. On 31 May 2012,
according to President Ilham Aliyev’s order, Farhad Mammadov was appointed as
the Director of the Center for Strategic Studies under the President of the Republic

The activity of SAM is dedicated to producing up-to-date and comprehensive
analyses of domestic and foreign policy, security issues and economics. As a non-
commercial research institution, SAM

• conducts scholarly and innovative research on national, regional and global
issues;
• acts as a forum for intellectual dialogue to stimulate and enhance scientific
debate;
• serves as a reliable source of information and analysis on political, economic,
security and development issues for the general public;
• provides strategic insights and practical recommendations
for policy-makers
The Center is comprised of three main research departments:
1. Domestic Policy Analysis Department
2. Foreign Policy Analysis Department
3. Economic Analysis and
Global Affairs Department
PUBLICATIONS. SAM has founded and published numerous books,
academic journals and special editions.
Azerbaijan Focus was one of SAM’s first
publications and was published in 2009-2010. Currently, two academic journals
of the Center:
Caucasus International and
Strategic analysis are published on a
quarterly base.
The
SAM Review, a series of special issues by SAM, publishes articles co-
authored by SAM fellows and their international counterparts.
SAM comments is
an ad-hoc publication where the center’s experts offer commentary on particular
political or economic issues.
SAM has also organized the publication of editions about Azerbaijan in a
number of countries around the world. Of these, it is worth mentioning the special
edition of Argentina’s journal
Historia dedicated to the history of Azerbaijan.
BOOKS. SAM has published a number of books both in cooperation with
foreign partners and on its own. The following books can be mentioned:

SAM IN THE MEDIA. Due to the significance of new media for contemporary
society and the younger generation, SAM has maintained communication with
their audience on Facebook and Twitter social networks as well as on YouTube.
SAM’s permanently updated web-site http://www.sam.gov.az/ also contributes to
the development of relations with media.
Over the past five years, a total of 220
foreign guests representing 53 countries
have visited Azerbaijan at the invitation of the Center for Strategic Studies. They
have attended roundtables, forums and international conferences organized by
SAM. The names of some of the most prominent political scientists, heads of think
tanks, analysts and experts who have attended SAM activities are listed below:
Mark Grossman – the current US special envoy to Afghanistan and Pakistan,
US ambassador to Turkey in 1994-1997, assistant Secretary of State for European
affairs in 1997-2000, undersecretary of state for political affairs in 2001-2005 and
deputy chairman of The Cohen Group;

for Energy, Sea Transport and Public Policy of the US Columbia University;
