Realist ssenariyə görə, bir sıra müstəqil mərkəzlərin nüfuzu və rolunun artması 
mümkündür. Hakimiyyət münasibətlərində qeyri-rəsmi təcrübənin hakim olması, 
dövlətin siyasi institut kimi güclənməsi zərurəti, vətəndaş cəmiyyəti strukturları-
nın zəifliyi, nəhayət, iri biznesin ictimai fəallığının aşağı olduğu şəraitdə ekspert 
və akademik təşkilatlar, demək olar ki, onlarla müqayisədə daha legitim, peşəkar 
və daha demokratik institutlardır. Bu, analitik mərkəzlərə modernləşmənin insti-
tutlaşmış subyektləri və demokratik təsisatlar kimi çıxış etmək imkanı verir. 
Bununla belə, ictimai mühitin şərtləri analitik mərkəzlərin gələcək inkişafı-
nın əsası (bəlkə də, müəyyənləşdiricisi) kimi çıxış edir. Bu və ya digər ssenarinin 
həyata keçirilməsi isə konkret ölkələrdə üstünlük təşkil edən inkişaf meyillərindən 
asılıdır. Başqa sözlə desək, ölkədə analitik mərkəzlərin inkişaf perspektivləri iq-
tisadi tərəqqinin, elm və təhsilin modernləşməsinin və demokratik quruculuğun 
templərinə uyğun olaraq daha da təkmilləşdiriləcəkdir. 
Ölkədə  həyata  keçirilən  siyasətə  hər  bir  mərkəz  öz  münasibətini  bildirir  və 
mühüm məsələlərin müzakirəsində fəal iştirak etməyə səy göstərir, ekspert şəbəkə 
strukturları  yaradılır.  Bu  prosesin  mürəkkəbliyinə  baxmayaraq,  bir  tərəfdən 
dövlətin  innovasiyalı  cəmiyyət  quruculuğu  və  modernləşmə  siyasətini  hədəfə 
almasından irəli gələn çağırışlar, digər tərəfdən dünya ölkələrinin təcrübəsindən 
bəhrələnmək səyləri ABM-lərin böyük inkişaf perpsektivlərinə malik olduğunu 
düşünməyə əsas verir.
  Azərbaycanda  “beyin  mərkəzi”nin  yaradılmasının  rəsmi  dövlət  sənədi  ilə 
təşəbbüskarı olan dövlət başçısı İlham Əliyevin qarşıya qoyduğu güclü dövlət qu-
ruculuğu  siyasətindən  irəli  gələn  innovasiyalılıq  və  kreativlik  imperativi  də  bu 
proseslərə təkan verir. Bu gün yerli Araşdırma və Beyin Mərkəzlərinin inkişafında 
“90-cı illər” - XX əsr öz yerini “2000-ci illərə” – XXI əsrə verir.

SUMMARY
As the economy of Azerbaijan has completed its period of transition, today 
the activity of the think tanks and research centers has moved to the next stage of 
intensive development. Innovative society building based on science and know-
ledge has created, in its turn, social order for the researches reflecting the creation 
of thorough view about the reality of the existing “brain potential” of the country, 
think tanks. The Center for Strategic Studies under the President of the Republic 
of Azerbaijan has implemented the research project in consideration of the menti-
oned issues. The results of that investigation have been indicated in the book  cal-
led “Establishment, development and perspectives of the think tanks and research 
centers in Azerbaijan. Tthe Center for Strategic Studies under the President of the 
Republic of Azerbaijan – Baku, 2013”.

4.General view of Think Tanks and Research Centers in Azerbaijan: creation, 
features, classification, status and perspectives
The process of formation of new intellectual elite able to be the main force 
of modern society in Azerbaijan is underway and the sensitive policy of the state 
towards  this  field  is  yielding  its  positive  results. The  intellectual  elite  includes 
analytical-expert society, Think Tanks and Research Centers (TTRC) that are att-
ributes of the society based on knowledge.
The formation of qualitative and competitive “think tank” structure in the co-
untry is one of the urgent issues. 
The Think Tanks and Research Centers in Azerbaijan differed from the West 
according to their features of establishment; first such center was established by 
the order of President Ilham Aliyev. The establishment of the Center for Strategic 
Studies – the first official “think tank” in the country by the Decree of President 
Ilham Aliyev in 2007 made the beginning of a new tradition serving the deve-
lopment of statehood, increase of scientific potential and prestige of Azerbaijan. 
So, inclusion of the notion “think tank” in the state language and national lexicon 
and broad application as a common word took its start, the number of agencies 
identifying themselves as TT increased, “culture of thought” began to be formed. 
In its turn, the CSS considered the investigation of real situation of think tanks 
and research centers, their cooperation for the development and their perspectives 
as one of the priority issues and important to conduct this investigation. 
The chronological limits of the investigation cover the period starting from 
the establishment of the think tanks and research centers at the time of indepen-
dence in Azerbaijan up to the time of their turning to the subject of public policy.
