ABSTRACT
At present, large-scale measures are being taken in the direction of the restoration of the territories
freed from occupation, ensuring their future development, creating the necessary infrastructure,
and returning the population to their native homes. In order to ensure their equal development by
effectively using the rich economic potential, natural resources and wide tourism opportunities of
these areas, the expediency of carrying out all work on the basis of a single program requires a
review of the division of the liberated regions into economic regions.
The food industry, as a branch of the economy, characterizes the development characteristics of
the productive forces and production relations of food production areas that provide the country's
population with basic food products. The food industry is closely related to all sectors of the
economy. A significant part of the goods transported from the territory of Azerbaijan by various
types of transport is food products. Traditionally, the relationship between the food industry and
agriculture is strong. The food industry is a strategically important sector of Azerbaijan's
economy. The importance of this is determined by the fact that the consumers of the products of
this industry are the residents of the country, the food industry provides them with vital products
regardless of imports. Therefore, the current level of development, trends, problems and prospects
of the industry are of scientific and practical interest.
In short, the necessary works are being carried out in the direction of the restoration of
administrative bodies, the creation of transport, energy and communication infrastructure in the
territories that have already been liberated from occupation. All these measures will allow
settlement, restoration and improvement works to be carried out at full speed in the territories
freed from occupation. The other direction of restoration work in the regions freed from
occupation is organized by measures in the field of food and processing industry. Thus, it is
expected that opportunities for the processing of agricultural products will arise with the return of
people to the territories freed from occupation.
The effectiveness of the state regulation of the agrarian sector depends on the formation of the
relevant regulatory legal framework. The main objectives of improving the legislative framework
should be strengthening regulatory functions, supporting private sector initiatives, meeting
domestic demand with competitive products and strengthening export potential. In the direction of
the implementation of these main directions, the directions of action of public and private
institutions in the state administration system should be clearly defined, and a new legal-
normative basis of cooperation and action mechanisms should be created between them.
The main supplier of raw materials for the food industry is agriculture. The territories freed from
occupation are a large agricultural region that plays an important role in the economy of
Azerbaijan. The presence of favorable soil and climate conditions in the region creates ample
