opportunities for the development of the agricultural and animal husbandry sectors in the area. 
The fact that our freed territories have clean and rich natural resources is considered one of the 
main indicators of high potential from an economic point of view. Surrounded by the Zangezur 
mountain range and covering a large area, the region extending from the territory of Lachin and 
Kalbajar to Nakhchivan, located in the eastern part of the Zangezur plateau, has a wide potential, 
especially in terms of the food industry sector. In order to ensure the restoration and rapid 
development of Zangilan, Gubadli, Jabrayil, Lachin and Kalbajar regions in that region, the 
Karabakh region with a rich historical and cultural heritage, including Agdam, Shusha, Fuzuli, 
Tartar, Khojavand, Khojaly regions and the city of Khankendi, as well as the Karabakh region It 
has become necessary to create economic regions such as Agjabedi and Barda regions. 
Due to the rich potential of the region, the state has prepared a plan of measures related to the 
region, which includes the goals of protecting suitable local varieties, creating a high-tech 
laboratory, conducting soil, water and plant analysis. In order to ensure food safety in the 
Republic of Azerbaijan, in 2019, the State Program for monitoring, evaluating and ensuring the 
food sector was adopted by the Center for the Analysis of Economic Reforms. In addition, the 
Decree of the President of the Republic of Azerbaijan on the approval of the "State Program for 
ensuring food safety in the Republic of Azerbaijan for 2019-2025" (hereinafter - the State 
Program) is also provided. It is intended that these programs will be applied to the areas freed 
from occupation and that monitoring will be carried out to determine the food industry potential 
of those areas. This report also includes results-based monitoring and evaluation results of the 
State Program for the mentioned years. 
The article is devoted to determining the food industry potential of the territories freed from 
occupation. In the study, the importance and possibilities of restoring the food industry raw 
material base in the liberated territories were analyzed, the potential of agriculture supplying the 
food industry with food was determined, and the issue of state regulation of the food industry was 
clarified.
